The Duncan City Council will adopt the Tax Rates Bylaw No. 3264, 2026, establishing tax rates for 2026. It will also give first three readings to a zoning amendment allowing a cannabis retail store at 130 Trans‑Canada Highway, pending ministry approval. Additional bylaws will receive first three readings or be adopted, including offence‑notice enforcement amendments and a council‑procedure amendment. Council to decide on extending winter shelter at 140 Trans-Canada Hwy to April 30
Council is asked to support BC Housing's funding extension for the temporary winter shelter at 140 Trans-Canada Highway (Ramada Inn) operated by Lookout Housing and Health Society. The shelter has provided 24 spaces plus extreme weather beds since late November. The current temporary use permit has expired and there is insufficient time for a renewal process. There are no direct costs to the City.

Committee to decide on 2026 tax rates with equal commercial-residential increase
The Committee of the Whole will decide whether to direct staff to draft the 2026 Tax Rates Bylaw using a commercial tax multiple that yields an equal percentage increase for average residential and commercial properties. They will also receive a report on Notice on Title – Legislative Authority, Process, and Administration for information. The draft budget shows a 9.79% increase in taxes collected from current taxpayers.
- Direct staff to draft 2026 Tax Rates Bylaw with commercial multiple of 3.1095 to achieve equal percentage increase (Option B), giving average home increase of $229 and average commercial increase of $961
- Receive report on Notice on Title – Legislative Authority, Process, and Administration from the Manager of Building and Bylaw Services for information only
- Staff will recalculate tax rates after the Revised Roll is released April 1, 2026, and may bring a further report if significant changes occur
- One public email received since the February 9 meeting expressing concern about 2026 tax increases and perceived priorities (RCMP administration vs. visible policing)

The Environment and Sustainability Advisory Committee will forward a recommendation for Council to keep the tree rebate program running until the allocated environmental program funds are exhausted, using $6,848 from the LGCAP reserve. It will also recommend a second community tree sale in Spring 2026, funded with $10,000 to purchase at least 75 trees and planting soil.
