to streamline it unless hiring of management was taking place.

Le Comité du gouvernement général examinera les propositions de modifications de la politique de vacances de la ville, notamment un nouveau calendrier d'attribution des vacances basé sur les années de service et une limite combinée de report de 80 heures pour les vacances et les heures accumulées. Le point fait suite à des discussions précédentes et à un rapport du personnel sur la politique.
- Attribution de vacances proposée : 15 jours (1 mois–4 ans), 20 jours (après 4 ans), 25 jours (après 9 ans), 30 jours (après 19 ans)
- Un maximum combiné de 80 heures de vacances et de temps accumulé peut être reporté à l'année civile suivante
- Une clause de circonstances exceptionnelles permet le report au-delà de 80 heures avec l'approbation du gestionnaire de la ville (Town Manager)

process on the interview team. Mayor Lane noted this preciously was the case and that it

council involvement in the process. Town Manager noted that the process was changed
to streamline it unless hiring of management was taking place.

Council proposes to restore standing committees and change meeting schedule
The Town of Gore Bay Council will consider a Notice of Motion to amend the Procedural By-law, re‑establishing two standing committees—General Government and Public Works, Properties and Development—each meeting on the first and second Tuesday of the month. WHEREAS on June 10, 2024, the Council of the Town of Gore Bay passed a
new Procedural By-law establishing a two-meetings-per-month Council
structure and dissolving the two standing committees;
AND WHEREAS it has recently been observed that this structure has resulted
in a blurring of governance roles, reduced opportunities for fulsome discussion,
and limited participation from Councillors;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Gore
Bay directs staff to amend the Procedural By-law as follows:
Re-establish two Standing Committees of Council:
a. General Government
b. Public Works, Properties and Development
That the Committees meet on the first and second Tuesday of each
month, respectively, commencing May 5 and May 12;
That each Committee consist of the Mayor, three (3) Councillors, and
one (1) member of the public;

RECOMMENDATION:
THAT the Committee of the Whole recommend to Council that Council enact the by-law attached as
Schedule “A” eliminating municipal tax rate reductions for vacant and excess land subclasses; and
THAT the Committee of the Whole recommend to Council that Council direct staff to reflect a
commercial and industrial municipal tax ratio of 0.95 in the 2026 tax rates through the annual Tax
Rate By-Law.
BACKGROUND INFORMATION:
This report forms part of the Town’s annual tax policy review process and is intended to support
Council’s consideration of municipal tax ratios and vacancy-related tax reductions.
Vacant and Excess Land Tax Discounts
Vacant and excess land tax reductions were introduced by the Province as part of the transition away
