The Kamloops City Council will consider and vote on several bylaws, including the adoption of Zoning Amendment Bylaw No. 55-108, which has already received Ministry approval. The Committee of the Whole will recommend that Council direct staff to consider changes to the Development Cost Charges Bylaw definition of not‑for‑profit rental housing, with two options to amend or remove the exemption. It will also examine four possible revenue sources for the Affordable Housing Reserve Fund, including profit‑sharing, cash‑in‑lieu contributions, a fee‑based registry, and taxation. Additionally, the Committee will recommend updates to Council Policy No. EDS‑19 regarding allocation of reserve‑fund monies. The Committee of the Whole will adopt the minutes from the February 10, 2026 meeting. It will receive administrative reports on codes, the council governance framework, the strategic plan, advocacy updates and technology. Two select‑committee reports will be discussed: one recommending the citizen satisfaction survey continue on a two‑year cycle with the next survey in spring 2027, and another asking staff to propose options for an updated budgeting process that could increase annual non‑profit city grant opportunities.

Council to introduce Zoning Amendment Correction Bylaw No. 55-109
The Kamloops City Council will consider several bylaws, including a zoning amendment correction (Bylaw No. 55-109) and the Subdivision and Development Control Bylaw No. 4-35, and will vote on a development variance permit for 381 Maple Street. The council will also approve scheduling of closed and open committee meetings for early March and allocate staff resources for intergovernmental advocacy and travel from the 2026 budget.
