First, we'll call the meeting to order and do our territorial acknowledgement. I would like to acknowledge that our gathering today is taking place in Mi'kma'ki, the traditional, unceded, and ancestral territory of the Mi'kma'k people. I'll call the meeting to order of this public hearing. First we'll do our territorial acknowledgement. I would like to acknowledge that our gathering today is taking place in Mi'kma'ki, the traditional unceded and ancestral territory of the Mi'kma'k people. I would also like to acknowledge that Nova Scotia has another unique people, the people of African descent, whose legacy and contributions date back over 400 years, predating confed eration of this land. We are all treaty people. So the agenda indicates we have one Albion Street development agreement to present. And Torben, I believe you're going to present us with the details of the presentation. So if you want to proceed. Yes, thank you, Your Lord Chair. Yes, so we have the development agreement for one Albion Street. The property owner has the right to apply for a development agreement and at this time no approval or decision has been made. Anybody who doesn't know what a development agreement is, it is a legally binding contract between the property owner and the town that stipulates how the development must take place on the property. It sets out standards, design requirements, terms and conditions. Every development agreement follows this process. So we held a public participation opportunity on March 30th and the application was then reviewed by the Planning Advisory Committee on April 7th. Following the PAC meeting, the application was fo …

Okay great. Alright, thank you everyone for being here this afternoon. We've got a pretty full agenda and the first thing we want to do is welcome Michelle and the team from Karma to make their presentation. And without further ado, Michelle do you want to come up and is it you that's going to make the presentation? Me. Alright perfect. Well welcome. Thank you very much. I'm just going to put my slides here in order. I guess Natalie you're going to give the wave. Thank you dear. So you can I guess flip to the second one. I just want to just take a moment to thank the council for the invitation today and for the opportunity to present information on Karma, on who we are and what we do and to have the opportunity to expand on the grant requests that I made on behalf of Karma and the community of Amherst and people in need of assistance. And I want to welcome everybody that's come out today to the gallery that's taken time to come out of their day and to support us. It's very much appreciated. So thank you so much. I don't know how... I've got my slide here but I don't know how far away that is. I've got my glasses on. Can you all see that? I apologize. I'll read. So Karma, we are an entirely volunteer driven organization. We are a registered charity with Canada Revenue Agency. We formed this organization in Amherst in July of 2012. So we've been around 14 years in Amherst and we started out in Amherst but we have expanded to entirely of all of No …

I acknowledge that our gathering today is taking place in Megahi, the traditional, unceded and ancestral territory of the Mi'kmaq people. I would also like to acknowledge that Nova Scotia has another unique people, those of African descent whose legacy and contributions date back over 400 years, obviously predating the very existence of this government. We are all treaty people. I wonder if I might have a motion for approval of the agenda. Motion to approve the agenda. And a seconder please. It's been moved and seconded. All those in favour, please signify by saying aye. Are those contrary minded? Hearing none, motion carried. I'd like to have a motion for acceptance of the minutes, but I think you want to speak to that first. Thank you Mr. Chair. We actually don't need a motion to accept them. We just need to call for errors or omissions, but we did find an error in the minutes that were distributed to you. We still had Commissioner Hal Davidson as Vice Chair of the Police Commission and we have changed that in the package. Our Vice Chair is Commissioner Furlong. So I believe that was the only error we noted. Unless someone noted something else, I'll ask the Chair to accept those minutes. Thank you. Hearing no obvious mistakes, I move the minutes accepted as printed with the error corrected. I have the privilege of welcoming our new members and they will be signing an oath in just a moment, but it's Alex, you go by Alex and Chris. You go by Chris …

I would also like to acknowledge that Nova Scotia has another unique people, the people of African descent whose legacy and contributions date back over 400 years, predating confederation of this land. We're all treaty people. We need a motion first to approve the agenda and on the agenda there is item number 2.2 under CDRs and we're going to need to move that to in- camera due to some content that staff have advised us of today. So I'm going to need a motion to first move community sports grants to the in-camera meeting. Councillor Furlong. Motion to move Council Direction Request 2.2 to an in- camera. Closed session. Thank you. And approval of the agenda as written for the remaining. As amended. Okay and we'll make 1.9 to the community support grants discussion on the in-camera agenda when the time comes. Do we have a seconder for the amended agenda? Councillor McMann. I'll second that motion. Okay thank you. All those in favour signify by saying aye. Aye. Those against. Motion carried. Thank you Council. Now I need a motion to approve the consent agenda. Is there anything that anyone wants to discuss on the consent? If not I could have a motion to approve it. That would be great. I would also like to acknowledge that Nova Scotia has another unique people, the people of African descent, whose legacy and contributions date back well over 400 years predating confederation of this land. We are all treaty people. I would like to call for approval of the agenda please, as circulated earlier. Thank you, Cindy. We're going to do the amendment. Oh, right. That's true. If we can. If we can. We would like to call a slight amendment to the agenda. Our working group session 2.6. We'd like to move that up to 2.2a, just following the accessibility, inclusion, diversity and equity aid report from Mallory. Because the working group session, that conversation kind of works around that. So if that's okay with everyone, that will be a slight amendment. Hearing no objections to that, can we get approval of the amended agenda? Somebody? Oh, yes. Go ahead, Eva. No, she's not a voting member. Sorry. Sorry, Eva. Never mind. I'll make a motion to approve the agenda as it is. Thank you. As amended. As amended. With two points. Yes. Thank you, Tammy. You're welcome. Do we have a seconder for that? I'll see Marina. Thank you. Sor …

All right, we'll call this meeting to order for Monday, April 13th. First, I'll do our territorial acknowledgement. I would like to acknowledge that our gathering today is taking place in Mi'kma'ki, the traditional unceded and ancestral territory of the Mi'k ma' people. I would also like to acknowledge that Nova Scotia has another unique people, the people of Africa descent, whose legacy and contributions date back over 400 years, predating confederation of this land. We are all treaty people. So today's agenda is all about community support grants and the decisions we're going to make today. If anyone has a conflict of interest on any of the applications, just put your hand up before we discuss it and declare your conflict and then take a seat in the other part of the meeting. And then when we're done with that topic, you can return back and participate in the rest of the meeting. So just so you know that. All right. And Chiron, you're going to lead us through the community support grants, right? Yes. Okay. Why don't you start it off? Thank you, Your Worship. Members of Council, I also want to acknowledge that Mallory Klooster is learning the community support grants this year. So she had a big part to play in all of how this was put together, as well as Sarah, who always puts her spinning touch on the spreadsheets. So I just wanted to thank both of you for that. And I'm very pleased today to have our 2026-27 operational capital budgets for council's consideration. I'd also like to thank Director of Finance Sarah Wilson and her staff and indeed all of the directors and managers who've helped develop this budget over the previous months. We've seen some very unique ways to show us how to manage our funds and a fantastic job by all of the Town of Amherst staff. I would also like to point out the engagement of all of Council in ensuring that these budgets reflected the priorities of Council while ensuring prudence in our spending programs. This year's operating and capital budgets continue to implement our strategic plan and represent generational change for the Town of Amherst. Most significantly, we will be investing approximately $2.5 million to install street, water, sewer and active transportation infrastructure in the first phase of our ne …

We are all treaty people. And our order of business today is to continue our discussions on our strategic priorities. And is there any opening comments you want to make, Jason? Not opening comments, but there are three issues that I just want to get a little bit more direction on with regards to the budget before we get it approved. The first one is we asked for some money for an economic development student and then we had a really good discussion and you gave me a little bit more money to, but I'm afraid that we may not be able to satisfy the expectations of council with what we have. So my thought was, I think it was 16,000 was the approval, 16,500. My thought is I would like you to approve it up to 25,000 and it won't, it probably won't be a student. We'll look and if we get the right person and if they want to do two days a week for six months or three days a week for two months, you know, and I'm thinking if it's a retired person that was in this field before, that'll give us …

I'm going to be very brief. First of all, I want to thank Sarah and her staff for preparing this budget. It was the most fun I've had preparing a budget. And there's a lot of back and forth, and she's really good at, Jason, you really don't want to do that. You want to do this. And I can tell you that I don't know anybody who treats the town money like it's her own money. And she always wants to do what's best for the town long term. And she lets us play, have some play money for short term as well. So thank you for that. I really appreciate it. I also want to say that this budget is a continuation of the last number of years. And it's of a good, solid, we're getting to a really good place. Things like, you know, five years ago we had capital from revenue of $350,000 or $375 …

So this afternoon we're going to review the capital budget items for this coming year, and I do want to make mention that when you go through the capital budget, Mr. MacDonald, if you could at some point relate to the various strategies that the council has approved throughout the year to support the capital budget, if you could, please. I will try to do that. Okay, thank you. I have one question. Are we doing RFDs at the end, or are we... So we were just talking about that. The thought was I was just going to go through it, you know, and some of them will be very quick. I mean, there's only so much you can say about needing a new pickup truck, and kind of heads up, and if any questions, if there's no questions, we'll just keep moving, but at the end of the day, we'll probably present, say, you know, if we think we're in a position, you know, do you want to, you know, is there a motion to approve the capital budget, and somebody can say yes, but which ones you want to take out and have further discussion on, something like that? And as you know, the whole purpose of the strategic plan is to guide all your decisions, including budgetary decisions. S …
