Council adopted the new Bruce County Official Plan, with an amendment to the Cultural Heritage and Archaeology section, and will forward it to the Province of Ontario for approval. Council also approved a $152,436.48 budget amendment for a Growth Forecast Study funded by Bruce Power, endorsed comments on the national electricity strategy, and approved a tax increment grant for a housing development in Walkerton. Several other reports and by-laws were approved, including temporary speed limits for the International Plowing Match and housing/homelessness investment plans.

Given the increased complexity of residents across our homes, this direction aligns with what we are currently seeing operationally. However, it will likely increase documentation, program design, and quality monitoring expectations. Second, the bill formalizes expectations around cultural, linguistic, religious, and spiritual care. Homes would be required to implement organized programs that recognize and support these needs as part of care planning and service delivery. This reinforces the importance of culturally responsive care and may require stronger community partnerships and intentional program development moving forward. Third, the legislation enhances protections and enforcement mechanisms for residents. Definitions of abuse and neglect are expanded. Reporting and investigation obligations are strengthened. And offenses and penalties for noncompliance may increase. Finally, there are proposed updates to clinical governance and leadership structures. These changes signal clearer accountability expectations related to clinical oversight within long-term care homes.
