Official plan policies also specifically state that prop onents must prove that soil conditions of the proposed site are suitable for sewage disposal and that there is a proven source of potable water available. Staff has evaluated the proposal and are of the opinion that the proposed development would not be suitable for the subject property. The existing lot of record is severely undersized and has an irregular shape, which does not lend itself particularly well to development. Staff is of the opinion that the proposed development would be considered overdevelopment, especially given that individual water and septic systems are not proposed and/or are not possible given the limited dimensions and topographical nature of the property. In conclusion, staff recommends the denial of the application as described in the resolution section of the staff report on the basis that is not consistent with PPS, does not conform with the growth plan for Northern Ontario or the official plan, and does not represent good planning. The city's residential diversion rate is stagnant at approximately 47% and therefore we are not making progress towards our diversion or emissions goals. This graph is from the 2024 climate action report. It highlights that landfills are the largest source of community greenhouse gas emissions within our control. The yellow line shows the emission reduction goal outlined in the seep and the blue dotted line shows where we are today which is increased emissions. Without further action to divert organic waste, this trend will continue in the wrong trajectory. In terms of landfill diversion and capacity, capacity will continue to decline. The green bar in this graph shows how much capacity we have already used in our landfills and the blue bar shows the amount of capacity remaining. At the same time, our population continues to increase. So continuing current practices will lead to ongoing decline of landfill capacity and eventually permanent closure of the sites. the waste diversion is important and the waste composition study has highlighted key areas where we can make large gains. Focusing on extending the capacity of existing landfills will delay the need to replace existing assets, which in turn delays the significant costs and the related pressure on tax dollars to do so. It also reduces greenhouse gas emissions, progresses strategic goals, assists in achieving legislative compliance and provides stronger …

Thank you. addiction, and mental health. So mental health law has been my entire career, a large part of my entire career, and specifically serving family caregivers. So while from time to time I've served hospitals and patients, the majority of my mental health law files have been serving family caregivers in particular. And I do work as a professor on the side, as an adjunct professor at York University. Next slide, please. So I wanted to start out by addressing why is mental health law controversial? And no doubt it is. I've been down to Queen's Park multiple times advocating to change some of our legislation. The Ontario Psychiatric Association has advocated to change legislation. It's been a very difficult topic. And so I think it's actually helpful to address why is it such a controversial topic? And it really comes down, I believe, to the tension between two very important values, autonomy and beneficence or best interests. And those two things are often directly in opposition to each other. And when our law has been designed to prioritize autonomy, but with a bit of a best interest safeguard, the tension between these two can make it very difficult to address. And different stakeholders tend to focus on different groups. Groups that tend to identify more with sort of a civil liberties focus tends to focus on autonomy. Certainly the family caregiver perspective focuses more on best interests of their loved one. But I think it's really important to recognize the tension …

So huge increase in call volume of 330%, not a huge increase in staffing resources at only 47%, which means our officers have 65% less time to deal with files than they did in 2015, which means that our urgent cases are being respond to within 24 hours, and urgent cases are typically animal emergencies. So we're at the mercy a lot of times of assisting police services who are waiting for us to get there to assist them in finalizing their investigation. We're meeting those 24-hour timelines 70% of the time, whereas general cases, which are less urgent, we're responding within three to five days, only 60 to 70% of the time. We aim to be more close to about 80 or 90. So 25% of cases, we're not meeting our established service levels at this time. We've identified based on that 65% less time per file, that we have a gap of about 7,000 hours. The work that officers are doing in a year tot als to about 21,000 hours based on who we have, and that's if we have perfect attendance for work, obviously not counting vacation time and such. But we have people working 21,000 hours, and we need about 28,000 hours to meet our target service levels. And so we 're short of about 7,000 officer hours annually to get that work done. We compared ourselves to a list of municipal comparators. There were 11 in total that we looked at, including Barrie, Brantford, Cambridge, Chatham-Kent, Guelph, Hamilton, London, Oakville, Richmond Hill, Thunder Bay, and Wind …

The Committee approved declaring vacant land on LaSalle Boulevard surplus and transferring it to the Workplace Safety and Insurance Board for nil consideration. It also approved zoning amendments for 62 Levesque Street (R3(S)) and 0 Algonquin Road (R2-2). A public hearing for 162 Mackenzie Street was deferred to April 27. A road closure and surplus declaration for part of Lasalle Service Road was also approved.

City redirects $122,702 to St. Joseph’s Continuing Care Centre redevelopment

The City Council will consider a resolution to redirect the remaining $122,702 of a 2022 pledge to the St. Joseph’s Continuing Care Centre Lasalle Site redevelopment. Several by‑laws will be read and passed, including authorizations for community‑improvement grants, a loan to the Sudbury Airport Community Development Corporation, and multiple zoning and official‑plan amendments. Managers’ reports on French language services and a homelessness response update will be presented, and a members’ motion will seek the fund redirection.

✓ Décisions: Council approved $802,000 drop‑in program at Energy Court for the summer

The council approved a drop‑in program operated by The Go‑Give Project at Energy Court from May 1 to September 30, 2026, funding it with up to $802,000 from the Tax Rate Stabilization Reserve. An amendment was adopted that added language on the City’s homelessness roadmap and authorized a reduced service level of eight hours per day for May. Staff were directed to prepare a report on service gaps and funding options and to present it at the May 12, 2026 council meeting. Council also directed staff to produce a cross‑departmental analysis of the Significant Weather Event that began March 15, 2026.
