Thank you. Sounds good working. Okay, welcome everybody. I'm going to call to order this regular council meeting for Monday, July 13, 2026. We begin our meetings in New Westminster by recognizing and respecting that New Westminster is on the unceded and unsur rendered land of the Halcomelum speaking peoples. We acknowledge that colonialism has made invisible their histories and their connections to the land. And as a city, we are learning and we are building relationships with the people whose lands we're on. First item on the agenda is approval of the agenda as it was circulated to council. Good and seconded. All in favor? All opposed? Carried? And then we move on right away to delegations. So in New Westminster, we allow folks to delegate to council. We have a full sign-up sheet of people today to delegate to council. It's a chance for anybody to come and speak for five minutes to council about issues that are important to them. We just ask folks when they are invited to come when they 're called to come forward to the desk up here and speak to one of the microphones in front of you. There'll be your little red lights there that I'll turn on so that folks can hear you. We just ask that, remind folks that, first of all, that, yeah, if you, after your delegation, council members may ask you questions. Or council members may direct questions to members of staff . However, you're not in any way compelled to answer those questions. It's not a matter of a dialogue or you're not h …

Good afternoon, everybody. I will call to order the Council workshop meeting of Monday, July 6, 2026. In New Westminster, we start by recognizing and respecting that New Westminster is on the unseated and unsurrendered land of the Halkamalem-speaking peoples. We acknowledge that colonialism has made invisible their histories and connections to the land. As a city, we are learning and building relationships with the peoples whose lands we are on. May I get a motion to approve the agenda, please? All those in favor? Carried. May I get a motion to adopt the minutes of regular Council for workshop meeting held on June 15, 2026. You'll need to unlock your iPhone first. Sorry. All those in favor? Carried. Number 4.1, Council's strategic priorities plan. Final report. It's a presentation by staff by Lisa LaBlong. I'm pleased to introduce this item and all of the people who have contributed to it. So this is the final report on Council's strategic priorities plan. You'll recall that we have reported five times prior to this as we progressed through the strategic plan. This report is a culmination of all of the work that staff has done under the banner of the strategic plan. At the table with me today are the leads for the five strategic priorities. We're short one person and I'll explain that in a minute. So the leads for the five strategic priorities are Rupinder Bassey for Homes and Housing. Rupinder is the Deputy Director of Planning. Jen Arbo is representing two priorities: the C …

Thank you. All right, it is 11 o'clock, so I will call to order the special council meeting of Tuesday, June 30th, 2026. In New Westminster, we start by recognizing or respecting that New Westminster is on the unceded and unsurrendered land of the Halkumalum-speaking peoples. We acknowledge that colonialism has made invisible their histories and connections to the land. As a city, we are learning and building relationships with the people whose land we're on. Before we begin, I want to remind everyone that this is a special council meeting for the purpose of a code of conduct hearing. This is a solemn occasion and there will be no heckling or booing or clapping, regardless of what you may hear and your position on the matter. If members of the audience want to share their views with council, they are invited to submit written comments to legislative services at newscity.ca. Or directly to us. All of our emails are posted on the city's website. With that, may I get a motion to approve the agenda? A seconder? Thank you. All those in favor? Opposed? Carried. There is only one item on the agenda, item 3.1, code of conduct. In council's agenda materials, we have the ethics commissioner's report and summary report and the respondent 's submission. As this is a relatively new process for the council and for the public, I will provide a summary of what to expect. First, I will ask the respondent or their representative to come forward to review their submission or to add to it. Counc …

All right, I think I have several of you. Okay, I'm seeing members of council in the room online, so I'm going to go ahead and call this meeting to order. We recognize and respect that New Westminster is on the un ceded and unsurrendered lands of the Halkamalum speaking peoples. We acknowledge that colonialism has made invisible their histories and connections to the land, and as a city, we're learning and building relationships with people whose land we're on. We'll also note that it is National Indigenous Peoples Day coming up and that there is an event June 19th, 9.30 to 2, at Moody Park. Looks like there's some really amazing offerings, some food trucks, an indigenous market, so really great opportunity to take part in some indigenous culture there, and it is in partnership, the city is partnering with Spirit of the Children and the Kokkite First Nation to put that on. It's free. All right, we'll begin with the agenda. If there are no additions or deletions to the agenda, that the agenda for June 15th, regular council meeting, workshop meeting, be approved. So moved. Seconder. All those in favor? Opposed. And carried. And then we'll move on to the minutes, so that we'll recommend that the minutes of the regular council workshop meeting held on May 4th, 2026 be adopted. Seconder. All those in favor? Opposed. Carried. And moving on to the art strategy update, phase two workshop. So I'll maybe pass it on to the director of community services for an introduction here. Thank y …

Okay. Wow, that was fast. Thanks, folks. I will call this regular council meeting for Monday, June 8, 2026 to order. We begin our meetings in New Westminster by recognizing and respecting that New Westminster is on the unceded and unsur redded land of the Halcombeam-speaking peoples. And we acknowledge that colonialism has made invisible their histories and their connections to the land. And as a city, we are learning and building relationships with the people whose lands we are on. First item on the agenda is approval of the agenda as circulated. Second. Any comments or questions? All in favor ? All opposed? Carried. Item 3.1 is Business Regulations and Licensing Rental Units Bylaw No. 6926-2004 Amendment Bylaw No. 8585-2026. This is actually an opportunity for the public to make representations. Because this particular bylaw is a business license bylaw, we are regulated to require an extra opportunity to be heard from anyone whose interest might be impacted by this bylaw. So if anyone has any input they would like to provide to council on this bylaw, right now would be the time to come forward and present to council. Anyone can have up to five minutes to speak specifically to this bylaw. So I will just ask anyone in the audience if they are interested in speaking to bylaw No. 8585-2026. I will ask a second time if anyone in the audience has interest in speaking to Business Regulations and Licensing Rental Units Bylaw No. 8585-2026. And I will ask a third time if anyone has …
