Good evening. This is Hone Sound City Council. Today's date is July 27, 2026. We are calling the meeting to order at 530. Council, are there any additional business items? Councillor Farmer. I'll have two items of additional business. One about Bandit Fest, which took place downtown, and one about the Poverty Task Force's Municipal Candidate Education Series in September. Council Merton. Through you, I have one item. It's a media release today on household food insecurity from the southwestern Ontario public health units, and their call to action. Anyone else? Seeing none that way. Seeing none that way, I will have one matter concerning Georgian College that I'll bring up in additional business. Declarations of interest. Nobody else. I have a declaration of interest by law 2026-098. It is item 21-J in the agenda. I declare a direct pecuniary interest and declare a disqualifying interest. I have acted for the property owner at my law practice that 's involved in that. John, you've got the minutes. So confirmation of council minutes. Moved by myself, seconded by Deputy Mayor Gregg, that the minutes of the following meetings be adopted as printed. Number one, the closed session of the regular council meeting held on May 25th, 2026. And number two, the regular council meeting held on July 13 th, 2026. Great. Thank you. All in favor. And that is carried. Number five, motion to move council into committee of the whole. Moved by myself, seconded by Deputy Mayor Gregg, that City Coun …

All right. Welcome, everyone. It's 5:30 p.m. and I'll call the meeting of July 23rd, 2026 for Operations Committee to order at this point. We've got everyone in attendance this evening on committee, absent Councillor Hamley, and we 're joined on the telephone with Councillor Merton this evening. Just before I go around the room, I'll just note I aired last meeting in speaking about the time constraints . Individuals may speak to a motion once it's on the floor. Just so everyone's comfort ed and relaxed in terms of being able to speak. It's 10 minutes in totality. In the moment, a councillor or an individual is speaking and I mentioned five minutes in total, but it was five minutes remaining of the 10. Any time you're speaking to an item, I just want you to know that you can be comforted and not race against the clock. Ten minutes is what's afforded. I'll just start with Graham and go around the room just if you want to place yourself in the room for member Anderson's benefit this evening and just turn your microphone on so he can audio yourself, orient you in the room appropriately, I guess. I'm Graham Jordan, public member. Michelle Hawkins, public member. Arlene Blue-Indo, public member. Scott Gregg, deputy mayor. Alita Schurter, public member. John Farmer, councillor. Don Anderson, public member. Mason Bellamy, manager of public works and engineering. Laura Woodifield, director of public works and engineering. Heidi Jenin, supervisor of environmental services. Thank you. Welcome, everyone. It is Wednesday, July the 22nd at 5.30 p .m. and this is the Community Services Committee and I call the meeting to order. Number two this evening, call for additional business. Does anyone have any additional business? Christina? I will have one item respecting the municipal election. Okay, thank you. Travis? Thank you, Madam Chair. I was just hoping to get an update from the Director regarding a few of the playgrounds within the City, as well as Weaver's Creek and the marker tree. Okay, thank you. Anyone else on this side? On this side? No additional business? Okay, perfect. Declarations of interest. Does anyone have any? Go ahead. Thank you. Yes, I have a declaration of interest for item 8 B1 regarding the transfer of the artifacts over to the Grey Roots Museum. My interest is that I work for Grey County, specifically within the Economic Development, Tourism and Culture Department that oversees that museum. So I'll step out during that time. Okay, thank you. Okay, at number four we have confirmation of minutes. These are the minutes of the Community Services Committee meeting held on June 24th, 2026. These minutes were presented to Council at our last meeting . Just for committee's information, the Community Impact Lab report was postponed by Council for more information on funding. So we have pushed that one out, but everything else was approved. So if I can get a motion to receive. Travis, thank you. All those in favor? And that carries. At …

Good evening, this is Owen Sound City Council. It's July 13th, 2026, 5.30. We are calling this meeting to order. As you all know, this is a City Council meeting where we conduct the business of the City of Owen Sound. And it's, to repeat, Deputy Mayor who sat in this chair for me a month or so ago, it's not a place for campaigning on the next election, or otherwise we will be sticking to business and proceeding . Calling for additional business. Is anyone, Councillor Kepke? Thank you, Morship. I have one item regarding the hottest street sale. Thank you. Anyone this way? Yep. Through the mayor. I was also going to speak to the hottest street sale, so if Councillor Kepke takes the words from my mouth, I might not. Good. Anyone else? Seeing no one else. Declarations of interest? Councillor Farmer? Through the mayor, I'll be declaring an interest to an item in the closed agenda. Is that sufficient information? Yep. Okay. I also, too, have a conflict of interest. Agenda item 11A. So that's the first item on the consent. It's a report to request to lease two parking spaces. I have acted for the applicant in my law practice, and therefore have a direct pecuniary interest, and I declare it as qualifying interest. Councillor Dodd, I thank you of the motions. Number four, confirmation of council minutes. Thank you, Worship. Moved by myself, seconded by Councillor Farmer, that the minutes of the following meetings be adopted as printed. Special council meeting held on June 15, 2026. Re …

Good evening, everyone. Welcome to the Corporate Services Committee for June 9, 20 26. It is now almost 5.35, and I would like to acknowledge that all members of the committee are here in the council chambers. Member Fletcher is joining us online. So welcome, everyone. And we look forward to a great short meeting. So I call the meeting to order. At number two, calls for additional businesses. Anyone with any additional business? Seeing none, I move on to item number third, declaration of interest. Any? Online? None? Perfect. At number four, we have confirmation of the minutes of the Corporate Services Committee meeting held on June 11, 2026. Any questions, concerns? None? Could we have a move-off? Moved by Councillor Medipro. All in favor? And I see the hand go up online, and it is carried. Perfect. At number five, there are no deputations or presentations. At number six, it's the public forum. I don't see any members. Oh, yes. There is a member here. Welcome, Jill. Thank you. Thank you very much. I just wanted to quickly say, before we got into some of the work today, how pleased I am with the agenda today. We're currently in a housing crisis, as everybody knows. And we have households and individuals turned away every day from accessing Grey County emergency housing or even social housing because of a lack of space. So what you're discussing today is really critical when it comes to supporting more people to stay in healthier homes and also to stay in home. One thing we did …

Good morning, everyone. This is Owen Sound City Council. It's a special meeting. It's June 23rd, 2026. It's the unbelievable hour of 9 a.m. I'm calling the meeting to order. I'm seeking declarations of interest. Nobody's hand is going up. And, of course, you all know by this point that if you run into something, you can let us know then. I think Councillor Middelboro has the motions to move council into committee of the whole. Moved by myself, seconded by Councillor Dodd, that city council now move into committee of the whole to consider deputations and presentations, reports of city staff, consent agenda, and matters postponed. Good. Thank you. All in favor? That's carried. So down to number four, starting in the committee of the whole. Deputations, presentations. Kate, are you going to have anything to present today? Just a short presentation. Okay. I hand the baton to you. Thank you, Your Worship. Members of council, thank you for coming today. We are here to present our 2027 through 2031 multi-year capital plan. I'm just going to walk a little bit through the agenda. I'll be presenting today along with Cheyenne, our capital asset administrator, as well as Jay Hoffman, our manager of corporate services. And ultimately, in future years, I expect to see them take more of a prominent role in the presentation of this multi- year plan. We're going to start by walking through a little bit of 20 26, the year we're in right now. And you'll note that there's a few reports in those …

Good evening, everyone. This is Owensown City Council on June 15, 2026. I call the meeting to order. I'm going to step out of the usual procedure just for a second. I want to read a statement. In August of 2023, our community lost one of its members to a senseless act of violence. Sharif Rahman was a husband, father, friend, volunteer, and business owner. At the time of Sharif's death, the city issued a statement affirming our confidence in our police services that our police services would bring those involved to justice and our own commitment here at City Hall to working to increase safety and public confidence in the River District . We now know the outcome, the legal proceedings against the men involved. I want to thank all the police officers involved in the investigation from several different police forces, members of the public who helped, and the justice system that brought us to this point. I also especially want to thank our community for all the ways that you came together to support Sharif's family and one another. In the wake of Sharif's death, there was uncertainty around the circumstances of his assault. In our efforts to respond to community fears and the unknown, there was an amplifying of stereotypes and assumptions. In our commitment to public safety, we drew a connection between this incident, crime prevention, homelessness, and addictions, and that was a mistake. It is clear that the early narratives that connected his death to homelessness and substance …

Good morning.
It's June 10, 2026, 9 a.m.
This is the Service Review Implementation Ad Hoc Committee.
Calling it to order.
Calling for additional business if there's any.
Nobody's hand is going up.
Declarations of interest.
Nobody's hand is going up.
Confirmation of minutes from April 8, 2026.
Nothing we need to be doing them.
Go ahead.
I'll move those minutes.
Call the question all in favor.
That's carried.
Got no deputations.

Don't see anyone sitting there.
No correspondence.
We're down to 8 a.
Sorry, Michelle.
I tried to go as slow as I could.
No, I didn't.
Um, report from Michelle.
Go ahead.
Thank you, everybody.
So I'm here to present CM 26020, which is an information purposes report providing an update on the 2026 organizational work plan.
So from history.
So from history, the work plan was presented to committees in January.
There were 157 projects that were either continuing from 2025 or beginning in 2026.
Approximately 72 are multi-year projects.
And that's important to note.
We don't have projects that run specifically easily January, December.
Many years, there are multiple years.
Um, but often they carry over between years.
Um, this report focuses on the status of projects being undertaken in 2026.
But I do want to highlight the vast majority of city resources are required to provide core services to the community.
And that's one of the things we've been trying to balance is off with very few exceptions.

As it's now 2:00 p.m., I'm going to call the meeting of the Tom Thompson Ocala by the Hazard Committee on May the 6th to order. First call for any additional business that has been received. None received. Okay. And confirmation of the past minutes. I just want to make one comment. I think Tiffany, you weren't even, you weren't there and it doesn't say anything about you not being there. I think you wanted to add your academic. Okay, right. I was going to help thank you for the clarification. Oh my God, you forgot to put your name there. Okay. Thank you. Anyway, welcome by the way. Thank you. Okay. So I need a motion to, everybody had a chance to go through the minutes? Any comments, errors or omissions to bring up? I need a motion then to confirm the minutes of the meeting of, when was that? April? February 4th. Can I move her for that? Second or Kathy? All those in favor? Carried. Thank you. I need a second. I'm so used to having a second. Force of habit. Thank you very much, the mayor for a brown man. So next time to shake your head. Thanks. Deputation presentations. There are none, I see. Public forum. Just as a blank there. Correspondents received for which direction is required. Do we receive any? All received? No. Reports of city staff. And I think we're going to go right into Aidan's report. No. Reports of city staff. And I think we're going to go right into Aidan's report. And through the chair, I'm very pleased to review the highlights of my May 2026 report with you …
