time meeting. Today we have for our consideration one item of unfinished business, reports from the July 23rd and this morning's Committee of the Whole. Could I have some order please? Five bylaws for preliminary readings and final adoption and a couple of closed items of business. But of course before we begin our work together we always like to take a few moments to ground ourselves and our work and someone suggest our very existence and here in the city of Victoria on the wonderful and continuing generosity of the two nations on whose territories our city sits in its entirety, the Sankis Nation and the Kosapsum Nation, of the Lekwungen people who have for so many generations, centuries, taken the time to be great stewards of these lands and waters that surround them. We occasionally have remarkable opportunities to join with them to help support their members and all of the community both on the nation's current lands as well as the lands that they traditionally and currently have title to. And that is a chance yesterday as we did to join them in an elders' lunch where Songhees hosted, and Kosapsum hosted, many elders, hundreds of them actually who were visiting from around Vancouver Island who were feted for a very delicious luncheon yesterday at the Songhe es Wellness Centre. A number of our staff volunteered their time to join in as servers and bottle washers and bussers and just folks who were there to show support in a very practical and very meaningful way. And welcome to the Thursday, July 23rd meeting of Victoria City Council's Committee of the Whole. Today we have for our consideration a presentation from and a conversation with our Police Chief. We have two staff reports and one Council Member Motion. But of course, before we begin our work together, we always like to take a moment to ground ourselves in the recognition and expression of gratitude to the two nations on whose territories our city sits in its entirety. Those would be, of course, the nations of the Lekwungen people, the Songhees Nation and the Khoasapsam Nation. They have for so many decades, so many generations, taken the time and thoughtfulness and commitment to steward these lands and the waters that surround them in a way which has reflected their history, the many, many thousands of years of their history, but also the challenges that their people have faced and those who have come after have faced. We continue to treasure and value the fact that they are so generous in their time with us currently, and that they continue to believe that the relationships that we have forged so far are valuable to all of us, and the richness of those relationships continue to be nurtured by all of those of us who have the opportunity to work together. Tonight we have for our consideration a further performance from a talented young woman from the Victoria Conservatory of Music. I will introduce her again shortly and also 11 individuals who wish to address council this evening. I do want to note for those of you who are here and anyone who is watching that our council meeting tonight did have on its agenda a public hearing originally scheduled. However, city staff became aware of an administrative problem with the hearing documents and so to ensure that our legislative procedures for providing official public notices are met and to ensure procedural fairness and transparency, the public hearing that we had previously scheduled for this evening has been postponed and will be placed on the agenda of our regular meeting on September the 10th. So if you're here for that public meeting, you are of course most welcome to stay because you are going to hear some spectacular performances and also have an opportunity to listen to your neighbors. But if that is the only reason you are here, then this would be the time for you to depart. The Victoria City Council will consider first, second, and third readings of two housing agreement bylaws: Bylaw No. 26-061 for the sites at 2501‑2699 Blanshard Street, 825/841 Hillside Avenue, 2500‑2684 Dowler Place and 900 Kings Road, and Bylaw No. 26-059 for 1101 Yates Street. The meeting also includes reports from the July 9 and July 23 Committee of the Whole, a rezoning and development permit application for 741 Fisgard Street, an appointment of bylaw officers, and a motion to confirm the Framework Agreement S.5 Police Funding. It has been a long day already. My apologies. The two nations whose territories we currently occupy have been stewarded for so many generations. And the outcome, the result of those stewardships have been so clearly evident to us in every day that we have the opportunity and privilege to do our work and live our lives here on these lands and sometimes on the waters that surround them. We have had many opportunities to create a very rich relationship with both nations, and those opportunities continue remarkably well and frequently due to their generosity. And welcome to the July 9th meeting of Victoria City Council. Our work today includes four sets of minutes, reports from one committee of the whole, two bylaws, one item of new business, and a couple of closed items. But of course, before we begin, we always take a moment to ground ourselves in our work and remind ourselves of how important it is for us to take a moment to express our gratitude to the two nations on whose territories our city sits in its entirety, the Lekwungen nations of the Sanghis and the Kosapsam. We enjoy a very rich relationship with both nations, partly because of the effort that we have put in to do so, to create and nurture that relationship over the last dozen or more years, but also because of the generosity of the two nations in being willing to work with us and help us learn together and plan and deliver different programs, projects, services, ideas, and visions for all of the people who live in our city. When we think back to the accomplishments that we have created together with the two nations, they are many. And oftentimes when we begin to reflect on the years of a term, we think of all of those different accomplishments, of the challenges that created them, and of the remarkable relationships that allowed them to be resolved and continued. And we will do so in the coming months. Good morning everyone and welcome to the Thursday July 9th meeting of Victoria City Council's Committee of the Whole. We are a full complement in person today which is nice to see. Today we have for our consideration two sets of minutes, two land use matters, one staff report and one council member motion. But of course before we begin our work together we always like to take a moment to reflect and ground ourselves in the reality of the privilege that we share to be here in these spaces and to do the work that we do and to live our lives on the territories of the Lekwungen people, the Songhees Nation and the Kossapsum Nation who have for so many generations taken the time and taken the responsibility so very seriously to be stewards of these lands and the waters that surround them. The two nations continue to do that work and we're very privileged to be able to be partners with them and some and sometimes all of that work and we want to ensure that every opportunity that we have to express our thanks to them and to acknowledge their work that we take. And also to note that as we continue our conversations with the two nations about so many different programs and projects and visions and possibilities that we do so with a very keen sense of gratitude and collegiality and an understanding that relationships at all points require nurturing and sustaining and that there is work to be done on the power part of every participant in that relationship. July 2nd. Councillor Kim is joining us online briefly and then will be joining us a little later this morning in person, so we do have a full complement this morning. We have so many opportunities to work with the Songhees Nation and the Kosapsum Nation in an effort to ensure that all of the people who live here in the City of Victoria have as many opportunities as possible to enjoy the pleasures and the realities and the opportunities that are here in the city. We had, in fact, a very interesting day yesterday as we celebrated Canada Day and had a chance to join with the nations as they too opened the celebrations on the lawns of the legislature with a performance from the Lekwungen dancers and some very thoughtful comments from the leaders of both nations. I believe that we will be shortly joined by Councillor Kim and so when that happens we will all be here in one body. But before we begin our work together we always begin taking a moment to ground ourselves in a recognition and acknowledgement of the lands and waters that surround these lands on this wonderful island, the south end of the island that we all live and that we attribute of course much of that opportunity to the generations of stewardship afforded to the lands and waters by the Lekwungen people of the Songhees Nation and the Kusapsam Nation. We continue to enjoy a remarkable relationship with both nations and we always know that it's important for us to acknowledge that and to also acknowledge the importance of nurturing that relationship and ensuring that it is solid enough that when times are good it is easy and it is family and when times are more challenging it is still family and it allows us to move through those challenges with a reciprocal understanding of the needs that we all need to achieve for all of our residents. the daytime council meeting for Victoria City Council for Thursday, June 18th. Councilors Dell and Thompson are joining us online today, and Councilor Cardona is unavailable to us today. Today we have for our consideration two sets of minutes, two bylaws, and one closed item of business. But before we begin our work together, we always like to take a moment to ground ourselves in an expression of our appreciation, gratitude, and recognition of the remarkable work that has been undertaken for so many generations by the Kosapsam and Songhees nations, the Lekwungen people who have served for so many centuries to be the stewards of these lands, all of these lands on which the city sits in its entirety. The nations continue to offer their generosity and being able to work with us, wanting to work with us, on programs and projects and on issues that serve all of the people who have the privilege of living here in Victoria, and to continue to offer their time in less formal ways as we have the chance to get together as we did earlier this week, to share a meal and to do so with a much less official and much less programmed opportunity when we just get together as people to renegotiate and learn new relationships with one another at the staff level, at the council level, and as at the person-to-person level. Today we have for our consideration a proposed late item, two cents of minutes, a presentation from Destination Greater Victoria, two staff reports, and three or possibly four council member motions. But before we begin, we always like to take a moment to ground ourselves and our work in a recognition and acknowledgement of the two nations on whose territories our city sits in its entirety. The Lekwungen people of the Songhees Nation and the Kosaps um Nation have spent generations ensuring that we have the opportunities and the chance to do the work that we do in an environment which in days like this is particularly notable for how gorgeous and warm and reassuring it is. In addition to the environment in which we live, of course, there are so many opportunities for us to make important decisions that we hope respect the past and all the work that's come before us. challenges and deals with those issues facing us today for all of the people who are here now, but also with an eye, of course, to preparing for all of those people who will live here in the city of Victoria in the future. Today we have for our consideration a presentation from one of our partners, two land use matters and two council member motions. But before we begin, we always want to take a moment to ground ourselves in the work that we do and the opportunities that we have to make important and really quite impacting decisions by the fact that we are sitting here on the territories of the Lekwungen people, the Songhees and the Kosapsum nations, who have for so many generations taken it upon themselves to be stewards of these lands and the waters that surround them. On a day like today, in particular, it is easy to understand why those decisions were made by those members for so many years to ensure that we have the opportunity to enjoy the circumstances that we see today around the environment in which we live, certainly the climate in which we live, and the opportunities that both of those things bring to us. The nations themselves have managed to really remarkably extol their own resilience and being able to endure the many challenges that we have placed in front of them over the years and have managed to arise above much of that, although certainly that evolution and resilience continues to expand. Welcome to the Thursday, May 21st Committee of the Whole Meeting of Victoria City Council. This morning we have for our consideration two land use matters, two staff reports, and two council member motions. But of course, before we begin, we always take a moment to reflect on the remarkable opportunities that we have here to make these decisions and have these discussions and conversations and debates. Due primarily to the remarkable stewardship over so many generations of the two nations on whose territories our city sits in its entirety, the Lekwungan people of the Songhees Nation and the Kosaps un Nation. They have, as I say, for so many generations, centuries, taken care to preserve and nurture and care for the land and the waters that surround Vancouver Island, and in particular here locally in Greater Victoria. And the city of Victoria itself has occupied some remarkable lands for the last 160 plus years. I had the opportunity yesterday to meet with a group of visiting ambassadors from Europe, from the EU. And as part of their welcome, they learned a great deal from one of the local elders about the indigenous lands that are here. And what struck me about that was how remarkable they found it, that in all of their important work, their host agency took the time to provide about 25 minutes at the opening of a very compressed day to allow this storyteller to tell some important stories about the lands that these people were visiting. Hello everyone and welcome to Victoria City Council's Day time Council meeting for Thursday, May 21st, 2026. Today we have for our consideration one report from a committee of the whole, two bylaws, and a couple of closed items of business. But of course, before we begin, we also always, always want to take a moment to recognize and acknowledge the remarkable work that has been undertaken for many, many generations by the two nations on whose territories our city sits in its entirety, the Kosapsum Nation and the Songhees Nation. The Lekwungen people have for many, many, many families and generations spent an enormous amount of time ensuring that they have cared for and preserved the lands that we work and live on and the waters, of course, that surround them. And they do so with the love and attention and understanding that we have the opportunity to learn from the history of that care as we make decisions, as we try our best to make decisions that reflect some recognition of that history as we face the issues that are paramount in our city today with the idea of trying to prepare our city to be a wonderful, continuing, livable place for the folks who come after us and for the many families who will be here as well. We have many opportunities to nurture our remarkable relationship with the two nations and we always want to honor the fact that their generosity enables us to continue to nurture that relationship as we learn with and from one another in so many different ways. Victoria City Council's Committee of the Whole. We are a full complement today. Councillor Dell is joining us online. Today we have a very brief agenda for committee, although we have some longer items for council later on. But today we have at committee just the consideration of a single staff report, which we'll get to momentarily. But of course, before we begin any of our work together when we gather here in City Hall, we always want to take a moment to ground ourselves and express our appreciation and acknowledgement for the work of the two nations on whose territories our city sits in its entirety, the Songhees Nation and the Kosapsum Nation. The Lekwungen people have lived here in these areas for thousands of years, and for many, many generations they have taken the time to be amazing and quite thoughtful stewards of these lands and the waters that surround them. I was reminded recently at another event how important it is to continue to acknowledge the second part of that, the waters that surround them, as of course for all of that period of time, the waters on the West Coast were the way that most folks traveled. And the importance of the relationship between the water and the lands, of course, continues through these days. Good morning, everyone, and welcome to Victoria City Council's Daytime Council Meeting for Thursday, April 23rd. We are a full complement today. Councillor Dell is joining us online. For our consideration today, we have one item of unfinished business, a report from one committee of the whole, seven bylaws for various considerations, and one item of closed business. But of course, before we begin, we always take a moment to reflect a little bit and acknowledge publicly our gratitude and appreciation for the stewardship of the two nations on whose territories our city sits in its entirety, the Kosapsum Nation and the Songhees Nation, who today comprise what remains of the Lekwungen people. We always want to take a moment to really understand how much work these nations have undertaken for so many generations, for thousands of years, to preserve the lands and the waters that surround them here on Vancouver Island, particularly in the area now known as the City of Victoria. We have a remarkable and rich relationship with the two nations, and we always appreciate the opportunity to applaud their generosity and their continuing willingness to work with us as we learn together as we share our stories and our learnings and our experiences in an effort to work together for the betterment of all of the residents who live here in these territories. Welcome to the April 16th meeting of Victoria City Council 's Committee of the Whole. Today we have for our consideration two sets of minutes, one land use matter, and three staff reports. But of course, before we begin our work together, we always take a moment to reflect on the remarkable and continuing relationship that we have with the two nations on whose territories the city sits in its entirety, the Kos apsum Nation and the Songhees Nation. Recent events, to which I will speak in just a moment, remind us how tenuous are those relationships and how precious they are and how important it is for us to take a moment every time we gather, anywhere in the city, but particularly here at the seat of local government, to acknowledge the work that the nations have undertaken for so many generations to ensure that we have the opportunities that we have here to make decisions and contemplate what's best for the people who are here now and to do our best to make decisions for the folks who are coming, reflecting as much as we can on what's happened in the past . Both of the nations have individuals and leaders and members who spend a great deal of time working with one another, but working throughout the community at large, trying to share their stories in a way which provides all of us an opportunity to learn, but also to be colleagues and friends and families in order to think more clearly about all of these decisions, how all of these decisions affect one another.
