Special Council

The Special Council meeting will consider adopting Bylaw No. 2049‑01, which amends the City’s Five Year Financial Plan (2025‑2029). Public comments on Bylaw 1700‑14 (North Latoria Area Plan) are prohibited, but other members of the public may participate in person, electronically, or by written submission. The agenda itself will be approved and a written submission from a ratepayer requesting more information on the amendment will be received.

Committee of the Whole

The Committee of the Whole will consider recommendations for the Metchosin Road corridor design, including a 21-metre, 3-lane configuration and a potential wider 4-lane option. The meeting will also include a motion to close proceedings to the public.

Council

The Council will consider a range of items, including adopting recent minutes and receiving quarterly operational and financial updates. It will amend the Capital West Accessibility Advisory Committee terms to add a 30‑minute public participation segment. The Council will defer consent on Westshore RCMP Detachment Expansion Bylaws 4692 and 4693 and commission an independent review of the $87.5 million construction budget and $103 million borrowing authorization. Additional items include a partial Agricultural Land Reserve exclusion for Colwood Creek Park and several bylaw readings.

CANCELLED - Planning and Land Use Committee

The scheduled Planning and Land Use Committee meeting for December 1, 2025 was cancelled. Consequently, no agenda items were discussed, adopted, or decided. Public Hearing

Council will hold a public hearing to discuss Amendment Bylaw No. 1700-14. This proposal creates the North Latoria Area Plan to establish land use policies for 7.7 hectares of land bounded by Veterans Memorial Parkway, Wishart Road, and Latoria Road.

The Capital West Accessibility Advisory Committee will consider recommending that its Terms of Reference be amended to include a public participation portion. It will also review engagement questions from the City of Langford regarding its Transportation Master Plan and Active Transportation Plan. Additional agenda items include a discussion of the Municipal Accessibility Network Conference, a draft Joint Accessibility Plan for information only, membership updates, and a registration link for a Disability Alliance of BC webinar.

Council

Colwood Council approved the Westshore RCMP Building Project Charter and a revised Memorandum of Understanding, committing to the project's governance framework. The Council also awarded a $296,402.50 contract for design services on the Veterans Memorial Parkway road widening project.
