Council will decide on a town-wide expansion of the Community Planning Permit system, replacing the existing zoning bylaw. Council hears public input on new Community Improvement Plan and child care rezoning
This special Council meeting is a statutory public meeting with two items: receiving a draft Community Improvement Plan (CIP) for public comment, and considering a rezoning to allow a child care centre at 2383 25 Sideroad. No final decisions are made on the CIP at this meeting; comments will inform a future report. The rezoning, if approved, would amend the Community Permit Planning System by-law.
- Draft Community Improvement Plan proposes seven financial incentive programs across five areas: Cookstown, Downtown Alcona, Innisfil Heights, Lefroy-Belle Ewart, Stroud
- Incentives include grants up to $250,000 (Tax Increment Equivalent Grant) and up to $500,000 (Strategic Investment)

Council will consider approving the 10-year Transit Master Plan, including immediate implementation of Stage One, a distance-based fare structure, and a six-month Teen Voucher Pilot for riders aged 13-17. The agenda also includes renewing agreements with Uber, Barrie-Innisfil Taxi, and GoGo Technologies, waiving 2026 taxi licensing fees, and amending the User Fees and Charges By-law.
