Weekly email updates were requested to replace verbal staff
updates. It was noted that Council like that staff monthly reports will
be available for the publics information prior to the meeting.

Council will consider a by-law authorizing a funding agreement with the province for a one-time grant to support a Mobile Crisis Response Team (MCRT) with the OPP. Mayor Mackey invited members of Council to join him in O Canada followed by a
moment of reflection before proceeding with the Council Meeting.

· Mark Gamble regarding Building Permit Fees - Mr. Gamble identified
concerns with the draft changes to the Fees and Charges by-law
specifically in regards to the Bunker Silo fee being a per square footage
fee.

Special Council Meeting
Budget meeting #4 to review capital and operating budgets
Council will hold its fourth budget meeting, reviewing proposed capital projects and operating expenditures for 2026. Attachments cover capital budgets for administration, fire, bridges, roads, public works, water, and recreation, as well as operating budgets for general government, protective services, environmental services, public services, cemeteries, recreation, and planning. The meeting also includes consideration of postponed capital projects.

✓ Décisions: Council added 0.3% to road reserves, raising the levy to 2.98%
The council adopted the circulated agenda and approved moving into Committee of the Whole. During the budget review, council decided to increase the road reserve levy by 0.3%, bringing the overall levy to 2.98% and the blended rate to 1.8%. Additional budget adjustments included reducing the Council Conventions & Training budget to $20,000, funding $25,000 for Christmas lights from reserves, and directing staff to seek lower-cost options for hot‑water tanks at the Desboro Arena.

Treasurer Desai reviewed the changes to the budget since Meeting #3 on
November 26, 2025. After the various changes made at the previous
meetings, the proposed levy increase is 2.68% and the blended rate
currently sits at 1.6%.
