Um, we do have a proclamation today. Um, and I'll just start by uh stating that I'm very pleased to proclaim August 5th, 2026 as RCMP Musical Ride Day in the city of Courtney. The RCMP musical ride is one of Canada's most recognized traditions, showcasing the skill, precision, and professionalism of RCMP riders and horses. For more than 150 years, the Musical Ride has brought communities together while representing the values of service, integrity, and excellence. We're honored to welcome the Musical Ride to our community and recognize the important contribution of RCMP members who serve Canadians every single day. I encourage residents and visitors alike to take part in the special event which is one week from today uh next Wednesday, uh at the exhibition grounds. So uh and you can get tickets online for that. Um uh next uh we're going to make a presentation. Um we uh had been given a um uh token of appreciation from the Alurnie uh Clayquat Regional District in recognition of the support provided by um Averly Howie, Kirk McDonald, and the city of Courtney and uh during the Mount Underwood wildfire that was in August of 2025. Um we have a couple proclamations. I'll start with the uh uh July 18th proclamation is Courtney's first annual Hello Neighbor Day. a strong community start with simple neighborly connections that foster belonging and well-being. This year's celebration aligns with the Canadian Parks and Recreation Association's Everyone Outside Together campaign, encouraging people across Canada to step outside and connect with their communities. Whether it's a friendly greeting, sharing a resource, or spending time together in shared spaces, small acts can make a big difference. I encourage everyone to take part on July 18th to build a friendlier, safer, and more connected Courtourtney. And with that, I'm going to pass it over to Councelor Cole Hamilton. >> Thank you very much, Mayor. Um, I just wanted to announce that it's National Drowning Prevention Week in the city of Courtney, July 19th to 25th, and it reminds us that drowning is preventable and water safety is everyone's responsibility. As a community surrounded by rivers, lakes, and ocean [snorts] waters, we encourage residents to enjoy these safe spaces safely and responsibly. Um, I'm going to just uh make a proclamation for uh uh Mna Gravis awareness month in Courtney. Mazinia gravis um which is spelled here for me is a rare autoimmune immune neuromuscular disease that affects residents in our community. It interferes with communication between nerves and muscles causing muscle weakness and fatigue. Common symptoms include double vision, weakness in limbs, and difficulty with chewing, swallowing and breathing. There is no cure. Making awareness and support essential to reduce stigma and improve understanding of all those affected and um and this is the uh uh June is the awareness month. Uh thanks for that. And I don't believe we have any late items today. So we will move into regular council minutes for uh May 27th. And are there any errors or omissions? Seeing none, I'll accept those unanimously by uh council and we'll go into our first staff report, the preserve uh fund policy and I'll pass it over to Mr. Garrett. >> Thank you. Thank you, Mayor. Would like to start by respectfully acknowledging the land that which were gathered as the unseated territory of the Komox First Nation. They're traditional keepers of this land. Um we do have a few proclamations uh today or at least two I believe. Uh we'll start off with uh June 1st being Wild Salmon Day in Courtney, BC. Uh, wild salmon are central to the cultural, ecological, and economic well-being of British Columbombian and indigenous communities. As keystone species, they play a critical role in sustaining healthy ecosystems from rivers to oceans. And with many salmon populations below historical levels, habitat restoration and collective action are essential to the recovery. In recognition of their importance, June 1st, 2026 is proclaimed Wild Salmon Day in Courtney. Uh, thanks for that. and I'll pass it over to uh Councelor Schulter. >> Thanks, Mayor. And I'd like to proclaim that uh 2026 is the 50th anniversary of the Komox Valley Recovery Center in Courtney, British Columbia. Um the recovery center was founded in 1976 as a small volunteer-led program. It has supported men in overcoming addiction for the last 50 years. It's grown into a licensed nonprofit offering residential recovery programs, transitional housing, and community reintegration supports. Through strong partnerships and dedicated staff and volunteers, the center continues to help individuals rebuild their lives a …

Um we have a few proclamations and I'll start with uh Councillor uh Moran to start with. >> Great, thank you, Mayor. Uh I'd like to acknowledge that May is rhododendron month. And May is a special time in Courtenay as rhododendrons come into full bloom, highlighting their unique connection to our city through our official plant, the Courtenay Lady rhododendron. The Comox Valley Rhododendron Garden is a valued community asset made possible through the partnership of the North Island Rhododendron Society, the City of Courtenay, and dedicated volunteers. In recognition of the rhododendron's significance to our community, May 2026 is proclaimed rhododendron month in Courtenay. And if there are folks who don't know where the rhododendron garden is, it's down by the uh the kayak shop, the air the marina. So, everybody can give a visit, hopefully. Thanks. So on behalf of Courtney Council, I would like to acknowledge the deaths of four Komox Valley community members in the period of September to December 2025 due to the unregulated toxic drug supply crisis for a total of 231 deaths of Komox Valley community members since the public health emergency was first declared. want to also say that the the deaths have um started to um the number has gone down, but that's still four lives in this period and we want to recognize them. Like many across British Columbia, our community is grieving the lives lost and the profound impact this has had on students, families, educators, and first responders. On behalf of council and the people of Courtenay, I want to extend our deepest condolences to everyone affected. Our hearts are with the Tumbler Ridge community during this incredibly difficult time. Moments like this remind us how connected we are as communities. We hold another a little closer. We check on friends and neighbors. And we remember that kindness matters. there mayor. >> No. Uh thanks for joining us. Um uh we're just to uh start our meeting. Uh thanks for joining us for our committee the whole meeting for November 26th. Like to respectfully acknowledge that the land owners are gathering on the unseated Terry the Komox First Nation and the traditional keepers of this land. Um like to make a statement of remembrance for Lawrence Burns. Flags at City of Courtney facilities are flying at half mast in honor and remembrance of Lawrence Burns following his passing over the weekend. Burns was well known in our community, having served as the Courtney Volunteer Fire Department's first full-time fire chief from 1969 to 1995. Through his career, he guided the fire department through growth and modernization and inspired many others to take up fire service. He was also a longtime member of the Courtney Heritage Commission, including many years as its chair. Burns was involved with many projects supporting physical, social, and cultural [clears throat] heritage in the Komox Valley. He was an avid researcher and collaborator, always committed to preserving local history. In recognition of his many contributions to our community, the city awarded Burns with the freedom of the city in 1995, our highest honor. He was also recognized by Heritage BC with a distinguished service award in 2020. In 2022, the city dedicated Lawrence Burns Park in his honor. All right, everybody. Uh, thanks so much for coming and joining us on our uh, almost regular council meeting. It's a little bit special uh, for November 19th, 2025. And I'd like to start by respectingly acknowledging that the land on which we're gathered is the unseated territory of the Komox First Nation, the traditional keepers of this land. And I just want to uh welcome everybody. Uh for those that are um watching this uh live stream, uh we have a full gallery here today of people that have uh come to uh celebrate um one of our community's brightest stars. Uh it's my uh great pleasure to uh formally present uh the freedom of the city, Courtney's highest honor to someone who truly represents the best in our community, Brian Fuzz Moriceet. Fuzz has been a part of the heart and soul of the Courtney for over 50 years. He's a volunteer, a musician, an organizer, and most importantly, a friend to so many. Since 2013, he's helped coordinate the Sims summer concerts, supporting musicians of all ages, and helping make Courtney's art scene vibrant, inclusive, and full of life. He's also the longing service uh serving volunteer for the Comox Valley Child Development uh Association Teleathon, contributing to all 50 of their annual teleathons to help raise millions of dollars for children, youth, and adults with diverse abilities. And of course, his dedication shines through every Canada Day celebration where he spent decades behind the scenes co-managing stage performances and helping …

Like to start by acknowledging that we are meeting on the unseated territory of the Komox First Nation, the traditional keepers of this land. Um, and on behalf of Courtney Council, I'd like to acknowledge uh the death of 16 Valley community members in the period of January to August 2025 due to the unregulated toxic drug uh crisis for a total of 227 deaths of Komox Valley community members since the public health emergency was first declared in 2016. And I believe in the the latest numbers where um across the province I believe it's over five people per day um are uh succumbing to the toxic drug supply that's out there. So um again our council um agreed that uh we would um uh talk about these numbers on a regular basis. So it's something that we never forget. Um on a positive uh well I say on a positive note moving along uh we have our minutes uh from a regular council on October 15th >> with any errors or omissions. Seeing none we'll accept the October 15th minutes as presented and then we have the parks and wreck from october 16 their advisory commission and are there any errors or omissions on those? Jim is one of the two people who will be acknowledged this Saturday at 12 noon at Sid Williams. And um Jim and I got to know each other very well through my involvement with the CDRD, then called CSRD uh in my term of office between 1985 and 1990. He was a great person to work with because of his diversity of interests and of involvement in the community. Very active with the development of Seo Bay Park and also as many of you know one of the pioneers in Canada who addressed issues of gay rights uh spousal benefits and um and also reached out to the comm …
