The public meeting is a requirement of the Planning Act. In accordance with the Planning Act, notice of the public meeting must be given in advance. Notice of the public meeting was provided on the City's website on June 2, 2026. If you wish to be notified of the decision of the City of Elliott Lake, you must make a written request to the City. Take notice that an applicant, specified person, public body, registered owner of any land to which the by-law would apply, or the Minister may appeal to the Ontario Land Tribunal not later than 20 days after giving notice of passing the by- law. If any specified person, public body, or registered owner of any land to which the by-law would apply, does not make oral submissions at the public meeting, or make written submissions to the City of Elliott Lake before the by-law is passed, they are not entitled to appeal the decision of Council to the Tribunal. If Council decides to refuse an application, or refuses, neglects, to make a decision on application within 90 days of the Municipal Clerk receiving the application, the applicant or the Minister of Municipal Affairs and Housing may appeal to the Tribunal by filing an appeal with the Clerk of the Municipality. Thank you. I have an email from Leona Matisse regarding item 8.1. And I will read this. Thank you for the opportunity to comment on the Huron North Regional Discovery Center presentation. I want to raise one clear concern. The stakeholder list includes municipalities, tourism groups, industry, arts and cultural organizations, museums, libraries and historical societies. But not disabled residents, caregivers, accessibility advocates or AODA advisory committees. In Northern Ontario, disability and aging are not edge cases. They are the demographic reality. Our region has some of the highest rates of disability, chronic illness and aging in the province. Accessibility here is shaped by long distances, limited transportation, winter conditions and aging infrastructure. These are not abstract issues. They define daily life for a large portion of the population. I also want to be clear that the existence of municipal accessibility advisory committees or accessibility coordin ators does not mean disabled people have been included as stakeholders in this project. AACs are advisory bodies focused on municipal compliance, not regional cultural planning. Accessibility coordinators are staff roles, not community representation. Neither replaces the lived experience of disabled residents , nor do they provide a seat at the table for this kind of regional identity and cultural mapping work. Because of that, any regional cultural mapping project that excludes disabled people at the stakeho …

Thank you. So, first thing is 10.1. Is the green light on the microphone? Thank you very much. Much better. Thank you. So, first item is 10.5, which is banking. I hope this move means that we'll be able to pay for a sheet of bus tickets and passes by Interac, instead of having to pay by cash. Since most of us don't carry cash around or pay bills by cash, it seems archaic in 2026 that the city had to resort to that this year. Knowing the inconvenience that it has caused, many would have paid the banking fee that the city couldn't afford. Even charities, such as our food bank, use Interac to pay for tickets, you know, for their fundraising. And the second item is 11.2, the handy lift. Well, Elliot Lakes handy lift is a great service. We have wonderful drivers, and I appreciate the service. But the handy lift only takes one passenger at a time. Thank you. Before we get into city business, it is my great honour as Mayor to recognize 30 years of outstanding service and to present the Exemplary Service Medal to our Fire Chief, John Thomas. This medal is awarded on behalf of the Governor General of Canada in recognition of 30 years of loyal and exemplary service to public safety in Canada. We also acknowledge the presentation of the 30-year Service Bar awarded on behalf of the Ministry of the Solicitor General of Ontario. Chief Thomas began his career as a volunteer firefighter in 1995, rising through the ranks as a firefighter, then as captain, and now as chief. He demonstrated dedication, courage, and leadership at every step. His commitment has strengthened our fire service and helped keep our community safe.
