Thank you. to restore the money that it used from the Reserve Fund. The funding is agreement is retroactive to the period of time the government made the announcement and so although we did backfill a number of services for the federal government that is able to be reimbursed to the Reserve Fund as part of the part of the allocation of the federal government, which allows us to use it for for other things that may be of need in the municipality. So I just wanted to say thank you to our staff for their work in liaising with the ministry and thanks to my colleagues at the federal level who helped with the advocacy on this and thanks to our local MPs who are also great advocates to ensure that that the government followed through on not only committing the money when they did but now actually flowing into municipalities in time for them to use it for various things including things like the winter response program which is now a program if you correct and I can be corrected if I'm wrong that is almost predominantly if not exclusively federally funded for for the portions of the the expansion of the program that we're looking at and that aligns perfectly with the guidelines of this money and so I think it's a it's a very appropriate use of funds because it's federal dollars being used in a way that is a need in our municipality that we don't have adequate resources for that that is an appropriate use of the funds my opinion I'm very supportive of of staff's recommendation in thei …

Yet beyond the awards and accolades, he will be remembered for bringing generations of Canadians together through music storytelling, and a genuine love for his audience. Lennon has always taken great pride in calling Tommy Hunter one of our own. His remarkable achievements on the national stage never diminished his connections to the community where his story began and his legacy will continue to inspire artists and performers for generations to come. On behalf of the members of Council and the residents of London, we extend our sincere condolences to Tommy Hunter's family, friends, and the countless Canadians whose lives he touched. His songs, his kindness, and his enduring contribution to Canadian culture will never be forgotten. Councillor Van Amirbergen, go ahead. Thank you Mayor. I wanted to recognize City staff, particularly the Parks Department, Cheryl Smith's team, on going above and beyond for yet another excellent Canada Day at this tumultuous time, particularly when it comes to our relations to the south. Many of us, many Londoners know the corner of Commissioner 's Road and Warncliffe. That is the corner of Basil Grover Park. And it's a slope, it's like the side of a hill on that corner. And for many years, we've had Canadian flags and Canadian paraphernalia painted right into it. And that sadly stopped ar …

Thank you. reversed compared to what we normally see where we would typically see the contribution agreement or the funding agreement be the kind of the first step in the process and then followed by kind of the more detailed underlying plans after that. So a bit of a lengthy process and a bit of an unusual one compared to what we usually see. Follow-up Councillor. Yeah, thank you and through you. So I'm just wondering what policies are in place such that you know again there's all these lengthy detailed work that's been happening since August 2024 and it's almost two years later before it comes to Council and it's all done ready for us to say whether we agree with what's been done or not . What what are their policies in place that certain things where it would come to Council to see if we even wanted you to proceed with this or to have a say or look at that draft capital plan just to be able to be part of the process because there's on this report it says there were no previous reports related to this matter so it's as though we didn't know anything about it until it 's ready to be signed. Go ahead Mr. Murray. Thank you and through you so this this certainly is Council's opportunity to to provide the input into the the process we wanted to be able to be in a position to bring forward you know the the contribution agreement itself and the full details of that in order for us to have the the full conversation about this as is noted in the report the intention would be that ev …

Thank you. And you're in the Thank you. then it it because of the box says you will you will run with the ball you will run with it when will be the point that you actually evaluate that even though it's within standardization that there potentially could be something for same same amount of investment they'll be more valuable for our for our municipality so it could be again what I call ROI in this case it could be you know providing service etc but in this model when will the staff the civic administration look at the big picture and not just think of the boxes and run with the ball that they will evaluate this big scenario thinking outside the box mr . John through the chair so a lot of the standardization would come from our reporting requirements through municipal provincial and federal agreements that we have specifically with HPP program and the reaching home program so the those standardization metrics would be based off of the foundation in those reporting requirements for different levels of government we would also be laying out to council post the RFPQ process the different options that exist we recognize that cheaper option doesn't necessarily mean the biggest return on investment so while there would be some standardization we would bring forth options for committee and council to choose that would also include potentially higher cost services but yielding a larger return on investment Councillor that sounds good thank you for that and last questions providers w …

I'm going to move to the podium for my next two recognitions. All right I'll just let me just move this closer. Okay there we go. So the first recognition I want to do is recognizing those who serve on the front lines whether it's EMS, fire, London Police Service, healthcare staff or even the bystanders involved in the incident that happened at Sher wood Forest Mall where an individual ended up going through the wall and coming into a class that was currently going on that morning. I know we've said many times how important all those front line staffers are and everybody out in the emergency services who act and respond very quickly in incidents. But I came across a story from one of the paramedics about a bystander who intervened shortly afterwards and and and it was it struck me that the story was so impactful that I wanted to share it today. These aren't my words. These are something I'm going to read. And the story recognizes the heroic actions of Mia LaRue. Mia is a frontline paramedic with Lo …

Thank you. Good afternoon, everyone. Thank you. Good afternoon, Thank you. Thank you, thank you, compete with permeable planting spaces for trees, so it would remove spaces for trees to exist in private yards, which provide a significant opportunity, and many private yards, a significant portion of their area still belongs to the city, and so there are opportunities within front yards to put trees. Additionally, if there are existing trees in people's front yards, and someone wants to expand their driveway, potentially they might want to remove said tree in order to expand their driveway, and there are a number of other things that I won't read, but are included in the report from Forestry in regards to how this would create significant conflicts with having space for trees, so it does actually indicate that it would impact tree planting and our urban forestry cover. Councillor Hoffmans. Thank you, Mr. Chair. I'd just like to make a response to my comments around the hard surfacing and the trees. I represent a lot of subdivisions in Ward 9. We're starting to see smaller lands , smaller lots. It's that simple. The frontages become smaller. The harder spaces become more and less opportunities for landscaping. That's my perception. A lot of subdivisions that I've seen develop in Ward 9. Thank you. Look for further comments or questions. We have a motion moved and seconded. I'll call the vote. Closing the vote. The motion carries 5 to 0. Thank you. We have no items for discussion …

Thank you. I'm going to provide you, Thank you. funding opportunity. So with this program there has been a sum of money provided over a 10-year period of time in combined federal and provincial funding. So the the intent of the program is to reduce residential DC rates, specifically the residential component for by a minimum of 30 to 50% for a three-year period of time. So the the intended outcome is really to reduce the pressures on the housing costs as well as advancing development more quickly to be able to provide housing enabling infrastructure and to accelerate some of the potential growth related works that are currently within the DC background study and within the approved City of London capital plan. So just to walk you through a bit of the key dates and how quickly this is moving. So although the program was announced in June, here we are today to provide direction to staff to submit an application. It is retroactive to March 30th and it is based on the DC rates that are in effect at that time related to residential building permits. So what this does is this would commit the City of London, should we be successful, to a three-year reduction over which the projects which would be submitted through the application would be looked at and would provide funding based on eligible program costs. So there is a very specific period of time over which the works are to be begun and to be completed no later than October 31st, 2035. So there are many components within this tim …
