The funding is agreement is retroactive to the period of time the government made the announcement and so although we did backfill a number of services for the federal government that is able to be reimbursed to the Reserve Fund as part of the part of the allocation of the federal government, which allows us to use it for for other things that may be of need in the municipality. So I just wanted to say thank you to our staff for their work in liaising with the ministry and thanks to my colleagues at the federal level who helped with the advocacy on this and thanks to our local MPs who are also great advocates to ensure that that the government followed through on not only committing the money when they did but now actually flowing into municipalities in time for them to use it for various things including things like the winter response program which is now a program if you correct and I can be corrected if I'm wrong that is almost predominantly if not exclusively federally funded for for the portions of the the expansion of the program that we're looking at and that aligns perfectly with the guidelines of this money and so I think it's a it's a very appropriate use of funds because it's federal dollars being used in a way that is a need in our municipality that we don't have adequate resources for that that is an appropriate use of the funds my opinion I'm very supportive of of staff's recommendation in thei …

I know we've said many times how important all those front line staffers are and everybody out in the emergency services who act and respond very quickly in incidents. But I came across a story from one of the paramedics about a bystander who intervened shortly afterwards and and and it was it struck me that the story was so impactful that I wanted to share it today. So with this program there has been a sum of money provided over a 10-year period of time in combined federal and provincial funding. So the the intent of the program is to reduce residential DC rates, specifically the residential component for by a minimum of 30 to 50% for a three-year period of time. So the the intended outcome is really to reduce the pressures on the housing costs as well as advancing development more quickly to be able to provide housing enabling infrastructure and to accelerate some of the potential growth related works that are currently within the DC background study and within the approved City of London capital plan. So just to walk you through a bit of the key dates and how quickly this is moving. So although the program was announced in June, here we are today to provide direction to staff to submit an application. It is retroactive to March 30th and it is based on the DC rates that are in effect at that time related to residential building permits. So what this does is this would commit the City of London, should we be successful, to a three-year reduction over which the projects which would be submitted through the application would be looked at and would provide funding based on eligible program costs. So there is a very specific period of time over which the works are to be begun and to be completed no later than October 31st, 2035. So there are many components within this tim …
