Front driveways are not permitted in the zoning by-law, specifically in low density residential neighbourhood, when there is an access to a laneway. And I'd like to welcome Katie White, Executive Director of Penticton Safety Village. Good afternoon. Afternoon. Turn. There you go. You're on. Thank you so much. Thank you for having me, Mayor and Council. For those who don't know me, I am Katie White, so I am the Executive Director of Penticton Safety Village. I'd like to start by saying that the Safety Village, if you aren't familiar with Penticton Safety Village, we've been part of Penticton for over 40 years. So we actually started to be built in 1984 and have been open since October of 1984. We've taught generations of children how to navigate world safety, the world safely. Thanks in part of the city's investment through Connected Community Grant in the last two years, we're at the turning point of modernizing and expanding into a year-round community safety education center. What most people aren't familiar with is that we are now the only safety village left in the province. This is something that was very common, especially in the 80s when it was built, but as of last year, we are the last BC safety village. And I'd like to welcome Michael Magnuson, the ED for Chamber of Commerce. And, yeah. Michael's gonna walk us through the first quarter. Thank you, Your Worship. And good afternoon, Mayor and Council. The remote guard camera program was started by the downtown Penticton BIA in 2021. And today is administered by the Penticton and Wine Country Chamber of Commerce with grant funding provided by the City of Penticton. The program currently consists of 30 cameras across 22 recording locations that are installed and maintained by Betts Electric and Security, with eight locations actively monitored either 12 or 24 hours a day by a third-party monitoring company. The purpose of the program is to enhance community safety and business security, reduce crime and property damage through proactive intervention and support emergency services and community partners, and strategically deploy resources using public safety data . Privacy is a critical component of this program. Cameras are installed only in public areas where there is no reasonable expectation of privacy, along with signage. Incident reports and video associated with serious incidents are securely stored and managed in accordance with applicable privacy legislation. Access to footage is tightly controlled and is only provided to the RCMP for investigations when supported by a valid …

Thank you. Good afternoon, Mayor and Council. Thank you for taking the time to hear from me today. The reason for my visit is to provide an update on the regional district's review of the South Okanagan Regional Growth Strategy. Because I know that this bylaws presented to our municipal partners somewhat infrequently I've just provided a little bit of background. So this regional growth strategy was originally drafted between 2004 and 2010. And the participants in the bylaw include the municipalities of Penticton, Summerland, Oliver, and Asuyas , as well as the RDS rural electoral areas in the Okanagan Valley. And the legislative objective of any regional growth strategy is to promote a human settlement that's socially, economically, and environmentally sustainable. And to make efficient use of public facilities, services, land, and other resources. And so the way that this regional growth strategy goes about that is it includes seven different policy areas. I won't read through all of these, but you can see them on your screen here. And these are policy areas that have been agreed to by the member municipalities as well as the regional district. And so when the South Okanagan RGS was originally adopted, because it is a shared land use framework, it did require formal acceptance by all of the participants. Penticton council to vote on tenant protection and $9.3M microgrid
Council will consider first readings for three tenant protection bylaws, an amended five-year financial plan, and a $9.3 million electrical microgrid project subject to external funding. Other items include establishing a Mayor & Council remuneration task force, adopting two zoning amendment bylaws, and authorizing a regional emergency support services grant application.
