Thank you. 5.1, the Development Cost Charges Amendment, By-law number 2026-33. So we're removing that from the agenda. Do I have a motion for that? Move seconded. All in favour? And so 5.1 is removed from the agenda. Okay. And I need a motion to adopt the agenda as amended. Move seconded. All in favour? Anonymous. Thank you. And I need a motion to adopt the minutes of the August 4th, 2026, regular council meeting. Move seconded. Seconded. All in favour? And that's unanimous. Thank you. So moving straight into staff reports. We're slightly condensed council meeting today due to circumstances in our periphery. But we're moving straight into 5.2, the Development Vari ance Permit, PL 2026-10210, read 255 Hastings Avenue. Ms. Tanguy, please. Good afternoon, council. So this item is a development variance permit for 255 Hast ings Avenue to allow a driveway in the front yard. The property is located on the north side of Hastings. It has a single detached dwelling and a detached garage. The applicant would like to have a driveway in the front. Currently, all the parking is located off the rear lane. Front driveways are not permitted in the zoning by-law, specifically in low density residential neighbourhood, when there is an access to a laneway. This is why this application is a variance in front of you today. Ahead of today's meeting, 264 notices were mailed out for the driveway. One letter was received and circulated to council. The property has a rear lane access and sufficient sp …

Thank you for having me, Mayor and Council. For those who don't know me, I am Katie White, so I am the Executive Director of Penticton Safety Village. I'd like to start by saying that the Safety Village, if you aren't familiar with Penticton Safety Village, we've been part of Penticton for over 40 years. So we actually started to be built in 1984 and have been open since October of 1984. We've taught generations of children how to navigate world safety, the world safely. Thanks in part of the city's investment through Connected Community Grant in the last two years, we're at the turning point of modernizing and expanding into a year-round community safety education center. What most people aren't familiar with is that we are now the only safety village left in the province. This is something that was very common, especially in the 80s when it was built, but as of last year, we are the last BC safety village. As we move through the slides today, I wanted to take you through what …

Thank you. Good afternoon, Mayor and Council. Thank you for taking the time to hear from me today. The reason for my visit is to provide an update on the regional district's review of the South Okanagan Regional Growth Strategy. Because I know that this bylaws presented to our municipal partners somewhat infrequently I've just provided a little bit of background. So this regional growth strategy was originally drafted between 2004 and 2010. And the participants in the bylaw include the municipalities of Penticton, Summerland, Oliver, and Asuyas , as well as the RDS rural electoral areas in the Okanagan Valley. And the legislative objective of any regional growth strategy is to promote a human settlement that's socially, economically, and environmentally sustainable. And to make efficient use of public facilities, services, land, and other resources. And so the way that this regional growth strategy goes about that is it includes seven different policy areas. I won't read through all of these, but you can see them on your screen here. And these are policy areas that have been agreed to by the member municipalities as well as the regional district. And so when the South Okanagan RGS was originally adopted, because it is a shared land use framework, it did require formal acceptance by all of the participants. And similarly, any major amendment following that must go through the same process. And so part of the reason why I'm here to present today is ultimately the regional distr …

Thank you. Notice the public hearing has been duly advertised in accordance with the requirements of the local government act. Also copies of the bylaw and support documentation have been available for inspection on the City of Penticton website. The role of Council is to hear representation from those persons who wish to provide comments regarding the proposed bylaws. Everyone who wishes to speak shall be given the opportunity to be heard. However, it is important that all who speak at this hearing restrict their remarks to matters contained in the bylaws. Council's main function is to listen to the views of the public. It is not the function of Council at this public hearing to debate the merits of the proposed bylaws with individual citizens. No decisions will be made at the public hearing, but will be considered within a council meeting. It should be noted that after the public hearing has been concluded, Council cannot hear from interested parties regarding the bylaws. Public hearing number one is for OCP amendment bylaw number 202607 and zoning amendment bylaw number 202608. OCP amendment bylaw 202607 proposes to amend official community plan bylaw 2019-08 as follows.
