Thank you. I have Councillor Ford and I have a question here to the light to Councillor Parker. Thanks. Yeah, I have a question about the agenda. So this is the Governance and Priorities Committee and I'm just...I think my question is really about the purpose of the Governance and Prior ities Committee and how public art has ended up on our agenda. When I take a look at the public art policy, it lists responsibilities for the Standing Policy Committee on Planning and Development and Community Services, which is review and provide recommendations regarding proposed amendments to this policy, which I think is part of the question today. And then there's responsibilities for City Council to approve amendments to this policy at council meetings. So yeah, I guess the question to the clerk is, is it appropriate that this is on this agenda and how's that work? Sure. So the public art policy does specify that changes to the policy will go through the Standing Policy Committee on Planning, Development and Community Services. That said, not all members of council are on each of the Standing Policy Committees. So the ability for members of council to make notices of motion at council is always maintained, regardless of subject matter or that person's committee membership. Items related to budget process do fall within the GPC mandate. And there is, this is somewhat related to budget. But more so in this case, GPC sometimes becomes somewhat of a catch all for items where all of council a …

And welcome, we, to our Standing Policy Committee on Planning, Development, and Community Services. And today we are on Treaty 6 territory, the traditional homeland of the Métis people. So on that note, we will confirm today's agenda. One small addition is I was made aware by the City Clerk and all the staff to ask for committee for permission on this. 6.3.1 submission was put forward by Downtown YXE, but nothing came through on the City's end. So the addition would be for Sarah Wheelwright to speak to 6.3.1. So I'll open that up and call the question. Everybody okay with that with committee? Any concerns? Not seeing any. So we'll move that addition. And I'll get a mover for the Councillor Timon. Any opposed? Okay, the agenda is confirmed. We have several speakers today and a lot of comments, which I'm sure committee had time to go through on the weekend. But we are going to start right from the top once we get through our conflict of interest. Do we have any conflict of interest to declare? Sorry, Councillor Kelleher. Thank you. I'll declare a conflict of interest on item 6.1.1. My partner is part of the committee who brought this item forward. Great. 6.1.1, conflict of interest on that. Any other conflict of interest? Not seeing any. We have all the committee here today, which is great to see. Can I get somebody to move the minutes? Councillor Parker, any opposed? That carries. We have no unfinished business, so that will take us right into 6.1.1. So I'll let Councillor Kel …

Thanks for giving me the opportunity to speak on this topic. My name is Malik Umardraj and I'm the president of USW Local 2014 and we represent the most of the taxi drivers in the city of Saskatoon. Thanks to the administration for their reports on the improvement of safety of the drivers. We as a union welcome all the discussion regarding the safety of the drivers and we encourage our members to install the safety shield if they want to. We will be willing to discuss further for the safety shields that should be required mandatory or not but at this moment we are not recommending that safety should be mandatory as the bigger factor is the cost factor but we are willing to discuss further with the stakeholders about the safety shields. We do appreciate that decision regarding their initial report to collect the fare at the front as there are some challenges to collect the fare amount at the front and we will be willing to further engage for a further discussion with the stakeholder. Again, thank you very much for all the concert thinking about the safety of the drivers because that's number one priority for everybody for the safety of the job for the drivers. Thank you very much. Thank you and thank you for all the work that you do with our administration on all these taxi issues. We really appreciate that. Are there any questions for the speaker? I'm not seeing any so thanks and we'll see you again for another item. So are there questions for Mr. Wilson or any of the adminis …

Thank you. carries. We'll go now to public acknowledgments. Does anyone have an acknowledgement in memorial? I'm not seeing any. I will acknowledge a few things. First and foremost, I think I just want to say a huge shout out to everybody on the front lines of this heat wave we've been experiencing. There's a lot going on with a lot of people trying to support keeping folks cool and hydrated. And we take a lot for granted, I think, in our city. And when it's really, really hot, it 's really tough. And when it's really, really cold, it's really tough. So really appreciate all the extra efforts that are happening in our city right now. And just all of the excitement that we have been experiencing over this past month. The big Canada Day celebration in River Landing was an incredible success. The FIFA World Cup official fan experience at Gather Local Market, which happened on my birthday, and it was really, really awesome. I had a great time. And while we didn't, it wasn't as successful for our team. They did a terrific job, and it was a very proud moment. And I just wanted to acknowledge, like, there have been a ton of cultural events and parades of all different kinds happening around our city. And on the weekend, I got to attend the Indian Hindu Chariot Festival that happens every year in Councilor Donauer's ward. And I've attended many times, but I learned, I took the effort to find out more about it. It's the oldest festival on earth. 5,000 years ago is when they started th …

Is anyone opposed? That is carried. Anyone have a declaration of conflict of interest? Seeing none, can I get a mover for adoption of the minutes? Moved by Councillor Davies and seconded by Councillor Pear ce. Is anyone opposed? And that carries. We'll move now directly to the first public hearing. And it is 5.1.1 proposed rezoning. Yes. And is anyone opposed? That is carried. The hearing is now open and I will turn it over to Mr. Daw son. Thank you Mayor Block and City Council. Hello. My name is Darrell Dawson, manager of the development review section with the city's planning and development department.
