This public meeting is required under the planning act to afford any person an opportunity to make representation with respect to a proposed official plan amendment and zoning bylaw amendment for lands known as four Morrison Drive in 358 Elm Street. The proposal is to allow a clinic, business office, and residential uses on the subject lands. Before we begin, members of the public are advised that only specific stakeholders including the applicant, the minister, public bodies or a specified person as defined by the planning act and or the register owner of any land to which the official plan and money and zoning bylaw would apply may appeal council's decision to the interior land tribunal. Further, if a person or public body does not make oral submission at the public meeting or make written submission to the corporation of the city of St. Thomas before the amendments are passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario land tribunal, unless in the impigion of the opinion of the tribunal, there are reasonable grounds to do so. We acknowledge that the land on which we meet is the traditional territory of the Haudenosaunee, Anishinabek, Attiwonderonk (Neutral) and Mississauga peoples and is now home to many diverse First Nations, Inuit and Métis peoples.
We also recognize that this land is now home to the Munsee-Delaware Nation, Chippewas of the Thames First Nation and Oneida Nation of the Thames.
This land was settled through Treaty 2, the McKee Purchase Treaty of 1790, and we, as beneficiaries of the treaty recognize our collective responsibilities to the land and water.

And further, the council approved a total budget project budget of 3,314,743 excluding HST inclusive of an allowance of $550,000 for site plan, furniture, fixtures, and equipment and related soft costs associated with the project. Mayor Preston called the meeting to order and stated that this was a Council meeting to
host public meetings on matters requiring approvals under the Planning Act.
The Mayor advised that only specific stakeholders, including the applicant, the Minister,
public bodies or a "specified person" as defined by the Planning Act, and/or the
registered owner of any land which the Official Plan or Zoning By-law amendment
would apply may appeal Council's decision to the Ontario Land Tribunal.
He further advised that if a person or public body does not make oral submission at the
public meeting or make written submission to the Corporation of the City of St. Thomas

And that is to permit a minimum of one parking space per dwelling unit totaling 25 spaces. The council approved the Draft Plan of Standard Condominium File #34CDM-23501 for lands owned by Realdent Inc. at 131 South Edgeware Road, subject to a condominium agreement with the city. INDIGENOUS LAND ACKNOWLEDGEMENT
We acknowledge that the land on which we meet is the traditional territory of the Haudenosaunee, Anishinabek, Attiwonderonk (Neutral) and Mississauga peoples and is now home to many diverse First Nations, Inuit and Métis peoples.
We also recognize that this land is now home to the Munsee-Delaware Nation, Chippewas of the Thames First Nation and Oneida Nation of the Thames.
This land was settled through Treaty 2, the McKee Purchase Treaty of 1790, and we, as beneficiaries of the treaty recognize our collective responsibilities to the land and water.
