The Township of Severn Council is meeting to consider a staff recommendation to enter into a Memorandum of Understanding (MOU) with the County of Simcoe to delegate subdivision and condominium approval authority to the Township, effective January 1, 2027. The Severn Township Council will adopt the agenda and receive several staff reports, including a recreation policy that approves seasonal field use and bans Bring‑Your‑Own events on municipal property. It will consider planning reports for a Deeming By‑law on 3883 Wood Avenue (Lots 10 & 11, Plan 820) and Part Lot Control Exemption By‑laws for Greenwood Landing (Blocks 89 & 90, Plan 51M‑1227). The Severn Special Council is holding a public meeting on short-term rentals to gather input on a possible licensing by-law. Earlier council actions approved updates to the by-law complaints policy and the implementation of an Administrative Monetary Penalty System (AMPS). The council will not pursue planning or zoning changes for short-term rentals at this time. Written submissions are accepted until May 8, 2026.

BEING A BY-LAW TO ADOPT THE PROCEEDINGS OF A COUNCIL MEETING HELD
ON THE 22nd DAY OF APRIL, 2026
WHEREAS the Municipal Act, S.O. 2001, Chapter 25, Section 5.(3), provides that a
Municipal power, including a Municipality’s capacity, rights, powers and privileges, shall
be exercised by By-law unless the Municipality is specifically authorized to do so

April 22nd will feature a session on wills, estates, and secondary properties from Pregler Law, and
May 20th will feature a session on the Trent-Severn Waterway hosted by a representative from Parks

The Township has provided for the construction of a Westshore Recreation Centre with its current DC
Study in the amount of $10,000,000 and with indexing the provision in the DC study approximates
$10,400,000. As of 2024 the Township has collected through development charges approximately
$2,400,000. Development charges for the recreation facility will continue to be collected via the
Township's DC by-law until the fully indexed amount has been collected. As amounts collected
through DCs will take more time the Township anticipates the need for debt financing in order to build
the recreation facility should grant opportunities not be available. Debt financing could be done both
internally from reserves and externally through the use of a financial institution.

The Council adopted several zoning by‑law amendments for properties at 3900 Menoke Beach Road and 2458 Wainman Line, and a Part Lot Control exemption for the Turnbull Subdivision. It approved $150,000 for the design of a Sports Dome/Field House on the Westshore Recreation Property and directed staff to issue a request for architectural services. Opening of the Meeting/Land Acknowledgement/O Canada
At the Township of Severn, we recognize the following land acknowledgment:
We would like to begin by acknowledging that the land on which we gather, and which the
Township of Severn operates, is part of the traditional territory of the Anishinaabeg. For
thousands of years, Indigenous peoples have been inhabiting and caring for this land. In
particular, we acknowledge the territory of the Ojibway (or Chippewas) peoples. This territory is
covered by Lake Simcoe Treaty 16 and the J. Collins land purchase. We are grateful to have
the opportunity to work on this land, and by doing so, give our respect to its first inhabitants.

Council passes six by‑laws including zoning amendments and appointments
The Township of Severn Council will adopt six by‑laws (2026‑01 to 2026‑06) covering zoning amendments for 3332 Muskoka Street and 8227 Highway 12, appointments of a Deputy Clerk and municipal law enforcement officers, delegation of powers, and a planning by‑law for Schedule A lands. The council also approves a sole‑source procurement for priority zoning by‑law updates to MHBC Barrie up to $50,000 (excluding HST). Additional items include reports on hospital foundation updates, committee minutes, and a notice of work on Highway 400.
