The Township of Severn Council is meeting to consider a staff recommendation to enter into a Memorandum of Understanding (MOU) with the County of Simcoe to delegate subdivision and condominium approval authority to the Township, effective January 1, 2027. It will consider planning reports for a Deeming By‑law on 3883 Wood Avenue (Lots 10 & 11, Plan 820) and Part Lot Control Exemption By‑laws for Greenwood Landing (Blocks 89 & 90, Plan 51M‑1227). Council approves $191,550 single‑source procurement for PSD CityWide modules

The Council will approve a single‑source procurement of PSD CityWide Operational Modules costing $191,550 for one‑time licensing, implementation, configuration, project management and training, with annual fees of $52,400 to be budgeted. It will also adopt By‑law No. 2026‑20 establishing salary rates for the Deputy Chief‑Prevention & Public Safety and By‑law No. 2026‑21 adopting the meeting proceedings. Additional items include a public‑works report on options for the Severn Estates water‑treatment system and a public meeting on a zoning amendment for 2900 Kelly’s Road.

Council adopts fee by-law for Wilsons Point water system, repeals 2004‑92

The council will adopt By‑law 2026‑17 to impose fees for the Wilsons Point Road North apartments well water system and By‑law 2026‑18 to repeal By‑law 2004‑92. It will also pass By‑law 2026‑19 confirming the meeting’s proceedings. Staff reports will be received on haul‑route sign removal, a fee proposal for 9715541 Canada Inc. regarding a private drinking water system, and a traffic‑calming request on Lakeside Drive. The Committee of Whole will consider a zoning amendment application (Z‑25‑16) for 8029 Highway 11 North and a presentation on the 2025 septic re‑inspection program.

As of 2024 the Township has collected through development charges approximately $2,400,000. Development charges for the recreation facility will continue to be collected via the Township's DC by-law until the fully indexed amount has been collected. As amounts collected through DCs will take more time the Township anticipates the need for debt financing in order to build the recreation facility should grant opportunities not be available. Debt financing could be done both internally from reserves and externally through the use of a financial institution. Council approves $150,000 design contract for Westshore Sports Dome

The Council adopted several zoning by‑law amendments for properties at 3900 Menoke Beach Road and 2458 Wainman Line, and a Part Lot Control exemption for the Turnbull Subdivision. It approved $150,000 for the design of a Sports Dome/Field House on the Westshore Recreation Property and directed staff to issue a request for architectural services. The Council also passed By‑laws 2026‑08, 2026‑09 and 2026‑10 and adopted a resolution opposing changes to the OMERS governance model.
