The Senior Housing Committee will review the Financial Feasibility Report presented by Harriman & Associates and decide whether to recommend Council adopt a by‑law authorizing the Mayor and CAO to sign a CCDC 14 design‑build stipulated‑price contract with Descon Construction Ltd. The contract is for a $7,021,750 CAD, 20‑unit senior housing development on municipally owned land on Catharine Street. and Oji-Cree
"Before continuing with the council meeting, the Town of Smooth
Rock Falls believes it is important to recognize the land that our
community benefits for our livelihood. The Moose River
watershed, the water that flows from our region to the James Bay,
is the traditional land and home of the Cree, Ojibwe and Oji-Cree.
It is the responsibility of the community of Smooth Rock Falls to
recognize Treaty 9 and to remain accountable to the land and our
relationship with the Indigenous peoples that have lived and
continue to live here. We recognize the need to build reciprocal
relationship with the Indigenous peoples in order to continue our
shared history and create a better future for the generations to
come."

Council to accept 2026 budget 3rd draft and direct completion of final budget
The Special Council will vote to accept the third draft of the 2026 municipal budget and instruct the CAO‑Treasurer to finish the final budget. The meeting will review proposed tax and water‑sewer rate increases of 4.90% and 5.50% respectively, and a $61,000 increase to the snow‑removal budget. Additional capital items such as a $60,000 Town Hall entrance upgrade and a $13,191 server replacement will also be discussed.
- Snow‑removal budget increase of $61,000 (including $17,000 wages, $44,000 equipment rental)
- Proposed property tax increase of 4.90%
- Proposed water and sewer rate increase of 5.50%

Council adopts Water and Wastewater Financial Plan for 2025‑2035
The Smooth Rock Falls Town Council will adopt the Water and Wastewater Financial Plan covering 2025‑2035 and authorize staff to submit it to the province. The meeting also includes adoption of several by‑laws, including an interim levy for 2026, a fire‑protection grant agreement, and a winter road‑maintenance policy. Resolutions supporting safer passing laws and a 2+1 highway model for Highways 11 and 17 are also considered.
