Gibsons council agendas outline housing progress, bylaw adoptions, and ferry review
Gibsons Council and its committees laid out a full agenda over the past two weeks, covering housing targets, short-term rental rules, infrastructure contracts, and ferry service — though minutes for all three recent meetings have not yet been published, so final decisions cannot be confirmed.
Housing Accelerator Fund at 64% of target
The Committee-of-the-Whole on July 21 reviewed the Planning & Development Services Q2 2026 report. The Housing Accelerator Fund has a budget of $2,314,142, of which $1,123,071 has been received. The report states that 174 net new housing units have been built, representing 64% of the 274-unit target.
The same report notes that a Short-Term Rental licensing framework was prepared and adopted by Council for 35 non-principal residences.
Council set to adopt multiple bylaws
The Regular Council meeting on July 21 was scheduled to consider adoption of several bylaws:
- Stormwater Regulation Bylaw No. 1344, 2026
- Business License Amendment Bylaw No. 666-14, 2026
- Traffic and Highway Use Amendment Bylaw No. 1193-03, 2026
- Council Remuneration and Expense Reimbursement Bylaw No. 1354, 2026
- 2027 Permissive Property Tax Exemption Bylaw No. 1353, 2026
Council was also set to discuss the awarding of contracts for infrastructure projects. Because minutes are not yet published, it is not confirmed which bylaws were adopted or which contracts were awarded.

The Committee-of-the-Whole agenda also included:
- A Mobile Vending Program that has launched, with application intake closed June 29 and three complete applications received.
- A drafted Request for Proposals to select a consultant for a Parks System Master Plan.
- A summary of the Skyline Drive Water Main Project in the Infrastructure Services report.
- Additional departmental reports on infrastructure, finance, and natural assets.
Ferry Advisory Committee meets
On July 29, the Ferry Advisory Committee met to review ferry service issues and provide advice to Council. The agenda included a Performance Term 7 Update, a review of the committee's priority tracking and workplan, and a discussion on future meeting topics and schedule. Minutes are not yet published.

Advisory Design Panel — August 5, 2026: The panel will review a Form and Character Development Permit application for "The Harbour," a proposed 28-unit cluster residential development at 421-445 Gower Point Road. The project consists of eight buildings — six four-unit townhouses and two duplexes. The panel will assess conformance with the Gibsons Landing Form and Character Development Permit Area Guidelines. Discussion items include a 3-storey façade that does not meet the 3.0 m step-back requirement, and requirements for landscape lighting, planting plans, and retaining wall treatment. The panel will provide recommendations to Council.
