Special Meeting
The Township of North Stormont Council met in a special meeting on December 16, 2021 at 5:00 PM, with public participation by Zoom. The public agenda is largely procedural: opening the meeting, adopting the agenda, and receiving a pecuniary interest form. Council then planned to move into a closed session to discuss personal matters about an identifiable individual, including municipal or local board employees, and litigation or potential litigation under the Municipal Act, 2001. A confirming by-law, By-Law No. 106-2021, was on the agenda to ratify Council's actions from the meeting.

Zoning Amendment Public Meeting
The Township of North Stormont Council is holding a public meeting on a zoning by-law amendment (Application Z-2021-09, Delhey) for the property at 18 Labrosse Street in Moose Creek. Council will receive a planning report and consider approving By-law No. XX-2021, which would rezone the Labrosse Street parcel from General Commercial (CG) to General Commercial – Special Exception 15 (CG-15) and the Moose Creek Church Street parcel from Residential – First Density (R1) to Residential – Fourth Density – Holding 1 (R4-H1). The change would allow a four-plex and continued contractor's shop on the Labrosse Street parcel, and permit future multi-unit housing on the vacant Church Street parcel, though a holding provision would block development there until water and sewer capacity is demonstrated. The meeting includes time for public questions and comments.
- Rezoning of 18 Labrosse Street (Lots 111 & 112, Plan 66) from CG and R1 to CG-15 and R4-H1
- CG-15 would permit a multi-unit dwelling up to 6 units plus the existing contractor's shop, with outdoor storage set back 45 metres from the front property line
- R4-H1 on the vacant ~2.5-acre Moose Creek Church Street parcel carries a holding provision barring development until adequate water and wastewater capacity is shown
- Dwellings must be at least 30 metres from the Via Rail line boundary; a noise and vibration study found no major concerns
- Public questions and comments period scheduled; South Nation Conservation requested circulation on future site plan applications

Zoning Amendment Public Meeting
The Township of North Stormont held a public zoning meeting on November 16, 2021, to consider application Z-2021-08 to rezone 1 Pleasant Street in Crysler from Residential First Density (R1) to a site-specific Residential First Density – Special Exception 18 (R1-18) zone. The change would allow a part-time, appointment-based pet grooming establishment in the property's existing attached garage, which current rules do not permit because the by-law bars personal care of animals as a home-based business. Staff recommended that Council give first, second, and third reading to the amending by-law, and Council could pass, amend, defer, or refuse the application. As of November 10, 2021, the Township had received zero comments on the application.
