Move by Councillor Ross, seconded by Councillor Shahal. And any errors or omissions there? All those in favor? The motion carries. And we'll go right down to delegations. And I will turn that over to the city clerk to introduce. Thank you, Mr. Mayor. Item 5.1 is a delegation from Abbotsford Agri-Fair. Stephanie Nelson is here to present. Good afternoon, Your Worship and City Council. I am so pleased to be here today on behalf of the Agri-Fair Board of Directors to extend my formal invitation to you to attend our 117th Abbotsford Agri-Fair. I'm Stephanie Nelson, humble president of the Abbotsford Ag ri-Fair. And this year marks my 12th fair as a board member. I'm an agriculture advocate. And for me, this fair is more than just an event. It's where my passion for agriculture becomes something I can share with all of you, transforming advocacy into a celebration. Farmers are the quiet heroes who nourish our families. And it's easy to overlook their devotion when our tables and bellies are full. But behind every meal are men and women who face hardships and weather every storm to keep us fed. This fair is our way of honoring them and telling their stories. Abbotsford has generations of farmers that have been here feeding us for over 100 years. And that is a story we will get to tell this ye …

Please note that your name and address are requested so council understands how the proposed bylaws may affect your interests. Your name and address are collected under the provisions of the Freedom of Information and Protection of Privacy Act and will only be used by the city for the purposes of this public hearing. The function of council is to listen to the views of the public, not to debate the merits of the proposed bylaws. No one will be or should feel discouraged or prevented from making their views known. Please note that this is your last opportunity to present your views to council on these matters. During the public hearing, I may ask staff to answer questions or provide information in response to representations raised by members of the public. Each speaker is initially limited to five minutes to address council with their comments. After the five minutes has expired, the next speaker will be permitted to address council until everyone has had an initial opportunity to address council. It allows taxpayers to monitor progress against council's objectives and evaluate the municipalities financial and operational health. I'm pleased to be here this afternoon to present our annual plan. In 2025, the city of Abbotsford continued to deliver exceptional services to the community and made a significant progress on council's strategic plan for 2022 to 2026. I know that we could not have achieved all that we've had today without the leadership of council and the dedicated staff, as they've continued to work hard in serving our community. The 2025 annual report in front of you today reflects on the full complement of services that we continue to provide to the community and includes the consolidated financial information for 2025 calendar year. It also provides a snapshot of the progress we've made towards counci …
