So one thing that you should take away from this is that water in Orangeville is sourced within the urban boundary of Orangeville, but also from the outside of it. And also the vulnerability, and that's a measure of how quickly contamination could potentially travel from the surface or from any release in the ground to those wells, has increased in a number of areas, particularly upstream of well 5 and 5 A. That red blob that you see in the middle, it used to have a lower water ability score, but now it is higher. And that's due to the newest information that has become available through development and new wells that have been drilled in the area. What that means is that those lands, which happen to be a lot of employment land in Amaranth, are now more vulnerable to potential contamination that they were thought to be previously. One thing that I want to point out is that while the information here and the mapping has changed, the policy framework is still the same. The policies that were put in place at the beginning of the, when the source protection plan came into effect in 2015, have not, have largely been unchanged. So we have policies that look at water quality and water quantity. The quality policies, for example, look at fuel or other types of chemicals that might be detrimental to the municipal systems. But we also have policies looking at water quantity. And in that regard , the policies are generally in line with the …

Housing and Wellness Outreach (YHWO), and Integrated Welcome Centre
space at the Edelbrock Centre. Stephanie noted the designs are compliant
with the Ontario Building Code, the Accessibility for Ontarians with
Disabilities Act, and the City of London Facility Accessibility Design
Standards.
The Committee discussed the accessibility features incorporated into each
space, noting that barrier-free design principles were applied throughout

2025 and has served 294 individuals, over 1,200 appointments have
occurred. Currently, the Hub is operating out of a temporary location and
will soon move to a larger permanent space in the Edelbrock Centre. A
satellite Hub location at the Mel Lloyd Centre in Shelburne opened earlier
this year, serving over 75 individuals.

The Director of Health and Human Services provided an update on the
HART (Homelessness and Addiction Recovery Treatment) Hub that opened
at the Edelbrock Centre in November 2025. Recently, the Hub has
enhanced its hours. A satellite site has opened at the Mel Lloyd Centre. A
significant part of the Hub is the enhancement of bridge housing.
Currently, 3 beds are offered, which will increase to 5 and it is provided
through Choices Shelter and Support Services. Bridge housing offers
intensive supports for clients and will be complimented by supportive
housing as well. Staff are working with HART Hub partners to provide …

Council to consider approval of the 2026 budget and tax levy
The Dufferin County Council will receive two budget supplemental reports and consider a recommendation to receive the January 22, 2026 report and approve the 2026 budget with tax levy requirements (amount not specified).
