Committee to decide garage setback variance at 105 Anglesea Street
The Goderich Committee of Adjustment is meeting to consider one minor variance application. The applicant, Todd McCann, seeks a reduced side yard setback to build an attached garage at 105 Anglesea Street. The committee will vote to approve or deny the application, subject to conditions. The rest of the agenda is routine procedural items.
- Minor variance application MV08-2026 by Todd McCann for 105 Anglesea Street
- Request to reduce side yard setback from 1.5 m to 1.0 m along western property line
- Proposed attached garage with 12-inch (0.3 m) eaves overhang
- Approval valid for 24 months if granted
- Zoning: Residential Medium Density (M2) under By-law 124-2013

- The closure of pecuniary interest or conflict of interest, Don? - No, no. - Okay, you've got your agenda. Can I get a motion to approve? - Yeah. - Second. Motion to adopt a minutes that were circulated. - Yes. - Okay, the public meeting is on now. Okay, we have a meeting to discuss a minor variance at 105 Anglesey Street. Hannah, you're up. - Okay, thank you. I will just share my presentation. Okay, we should be able to see the presentation now. - Yep. - There we go, thank you. So as mentioned, the property is at 105 Anglesey Street in Goddardge. The owner and applicant is Todd McCann, and I'll note that Todd is on this call. The lands are designated residential and are zoned residential medium density. The following shows an aerial photo of the subject property . I will note that this is from 2025. So the attached garage is no longer there. And that's what Todd is looking to replace as a new attached garage. The purpose of the variance, as mentioned, is to facilitate an attached garage to the existing dwelling along the Western side yard. The zoning bylaw requires a minimum setback of 1.5 meters. And the applicant is requesting a reduced interior side yard of one meter. And the proposal also includes an eaves overhang of 12 inches or 0.3 meters, which is a permitted encroachment. The following shows a site visit photo of the proposed build location in the adjacent neighboring property. The following is a site plan that was submitted by the applicant, and then on the top of …

Okay, we're at 2:30, so I'll call the meeting to order. And once again, if there's any pecuniary enters, make sure it is declared and entered in a minute. We have an agenda before us. Could I have a motion for approval of the agenda? Who's going to start? Why don't you lead us off here? I'll second it. It's all over the agenda. Yeah. All in favor. So, the next is adoption of amendments. So, I'll look at you. I'll move that. Thank you. Bernie, second. Any questions or concerns on those amendments? Hearing none, all those in favor? Motion carried. No public meeting. And our delegation once again is to welcome Ron Burke. I'll make this short and sweet for the point. I won't go into the audit report. Do you have a clean audit opinion? That's kind of what you're looking for. I'm not going to explain what that means, because we already know what that means. So, we'll just get into statements themselves. If we go to the statement of financial position for the year end of December 31st, 2025, just some high-level stuff there. Your cash and assets are pretty much the same as last year. They're up a little bit. Payables are up a little bit too. It's mostly timing. So, there's nothing unusual going on. There is money due to related parties, which are the member municipalities. And that's because you designed that to give some money back to you if there's surpluses. There's a retirement obligation for the actual living assets. It's just slightly different from what the land bill is safe, …

Okay, I'd like to call this Town of Goddard's Council meeting to order on Monday, August 10th, 2026 at 4 p.m. Before I get into the agenda, I do want to welcome someone to the team. I'll call it the team of the Town of Goddard's, and that's our new bylaw enforcement supervisor, Kelton Fry. And normally we don't see our bylaw in a suit. So I must say, you wore a tie today and I didn't, so I feel very underdressed. I usually do wear a tie, but Kelton, we just want to welcome you to the team. For the short time that you've been here already, you're working through some stuff and trying to amend some stuff and go through a lot of documents. So it's greatly appreciated. So thank you for being here. Okay, moving on to item two is the disclosure of pecuniary interest. Does any council member have a disclosure of pecuniary interest at this time? Deputy Mayor Noelle, please. Thank you, Mr. Mayor. Before I make my declaration, item 11.5 is in unfinished business. I don't think we're going to discuss it today, so I'm not going to declare it because it's not really on the agenda. And then with respect to this item, which is item 5.1, I'm declaring a pecuniary interest with the Rotary Club of God erich regarding the Rotary Cove signage and arch at the waterfront. The general nature of my conflict is I am a member of the Rotary Club of Goderich, and I see all of my compatriots over here, which is nice to see. And I agree not to take part in any discussion or vote on any decision motion or …

I am, so I'm going to call a meeting to order. First item of business is the closure of pecuniary interest . Any member of the advisory committee have pecuniary interest? Not seeing any ands. We'll move to the approval of the agenda. Madam CAO, are there any additions, omissions, or errors to report what we've given? There aren't. Don't surprise me. Yeah, so looking for a mover and seconder that we accept the July 16, 2026 agenda. Moved by Paul, seconded by Scott. All in favour? Very, thank you. Adoption of the minutes from our June 18, 2026 meeting as printed. Do we have a mover and seconder? Moved by Charles, seconded by John down at the far end there. Any questions regarding those minutes? Not seeing any. All in favour? Carried. So, we have Mr. Mark Blassford here from TPI Enterprises regarding some manufacturing and partnership opportunities. I want to thank Mark. They just celebrated an anniversary just recently. And, you know, for people that don't, I'm sure everyone knows where Mark's located, but over at the Olde Bowl Bowl, the Water Graders Building, which we still call it that. I still call it that because I worked there for 10 years. And it is good to see something happening in that building. So, Mark, by all means, you get 10 minutes. Okay, so the floor is yours, my friend. Okay. Well, I'll share my screen. And... I'll share my screen. Here, it's coming up. There we go. Okay. All right. Is there a little better? Oops. We're going to get my toolbar to go away. Don' …

Our Economic Development Advisory Committee meeting, Thursday, June 18th, 2026 at 10 a.m. Any disclosure of preliminary interest from any members? Not seeing any hands. Look for the confirmation of today's agenda. Approval of the agenda. Do I have a move or fill out, please? Charles moves. Seconded by Scott. Thank you. Any questions? All in favor? Gary, thank you. The adoption of our minutes from the May 14th, 2026 meeting as predicted. Go ahead and move those minutes, please. Moved by John. Seconded by... I'll go to Paul. Paul, you'll second those minutes? Thank you. All in favor? Gary, so we're right into delegations and presentations, and we want to say thank you to Mayor Jim Ginn from Central Huron for being here today. Your name has been mentioned a few times over our previous meetings about what's happening with the Blue Water Youth Retention Center site. I guess we can call it a lot of land there, and we're curious. I know there was a feasibility study done, and you have some information for us to share, which we appreciate. So the floor is yours, Mayor Ginn. Sure. Thank you. I'm happy to be here. I know quite a few of the faces around the room. So you have the feasibility report. It's a lengthy document. It took several months to compile. So I don't have a copy of it. I'm not going to go through it. You can go through it yourself. I'll talk more about our strategy, where we are in the process, and the likes of that. So if anyone doesn't know, the Blue Water Youth Cent …

Okay, are we ready to roll? We are. Okay, perfect. Welcome, everyone, to our June 11th meeting. Do we have a disclosure of any pecuniary interest? I'm not seeing that. I'd like to seek approval of the June 11th, 2026 agenda, please. Vicky? I would like to add to the agenda. We have 7-1 that goes to 8-0. I would like to add 8-1, and that's a report from the task force. Okay. Thank you. And I would have the adoption of the amended presented agenda. Thank you. And a seconder, please. I'll second that. And thank you. All in favor? Yep. Thank you. Very good. And then 4.0 approval of the minutes from May 14th. Mark. Steve. Steve for a second. The only thing I did note in minutes was a under market 8.0 , 50 vendors have been secured for, let's say, Saturday, and over 20 vendors for Sunday. And I did just want to see clarification, and Vicky will be able to speak to this. The committee is seeking 20 to 60 vendors to participate in the Christmas market. Is that correct? I can't remember if that number was what was presented. It was? Okay. Perfect. Great. Okay. So we'll have those accepted as amended then? Yeah. Perfect. And all in favor? Gary? Yep. Announcements and correspondence 5.0. Do we have any correspondence? No. Nope. So I have an announcement. You may see an extra individual sitting in our gallery. I'd like to introduce, if I could, Jeremy is our new BIA operations officer. He comes to us from the county after having his CIR 26th year. 27. Incredible. But a hard time to work …

I would like to call this meeting to order at 2:02. My apologies for the lateness. We had some technical difficulties. So we will get rolling along with our agenda. Does anyone on the committee have any pecuniary interest that they need to declare today? No? They're not seeing anyone. We'll move right along. Item number three is confirmation of the agenda and the adoption of the minutes. Item 3.1 is the approval of the agenda. Madam CAO, are there any errors, omissions, or positions? There is one change to today's agenda that I will bring to the committee's attention. I did receive confirmation from the company JV Screenprint, Inc. It is on item number 4.1 for the 2027 Bicentennial Virtual Vice request for proposal presentations. That firm has demonstrated that they're unable to come to today's meeting. So part of the RFP stipulated that the firm needed to be here today to make the presentation to demonstrate the quality of the materials. So by not being present today, they are unable to be here today. So I would like to call for more. Thank you. And a seconder, please. Nancy, thank you that the Town of Goddard's 2027 Bicent ennial Committee hereby accepts the June 3rd, 2026 agenda as amended. Correct. All in favor? Sure. Thank you. Moving on to item 3.2, the adoption of the minutes. Madam CAO, are there any errors, omissions, or additions that we need to be aware of? Okay, I'd like to call this special town council meeting to order Friday, May 29th, 2026 at 10 a.m.
I'd like to thank council for being here for a morning meeting.
Before we get into the unanimous motion, we do have our co-op student, Kingston Powell, here.
Kingston doesn't know that I'm going to do this to him, but since he's here and his teacher is here as well,
I thought what a great opportunity for Kingston to share his experience with council members
on what it's been like to do co-op at the Town of Goddard.
So, Kingston, if you want to turn your microphone on and provide council with, you know,
some of the positive things that you've learned working here at the Town of Goddard.
Yeah, no, it's been great.
It kind of sucks that it's coming to an end soon.
Met some great people here.
I'm glad I got a job in the summer for, so I could see you guys around,
but experience has been fun.
I've been learning a lot with Sean.
He's been teaching me a lot of stuff, so I'm grateful for it.
Thank you.
And we do enjoy, you know, students come and do co-op here and learning the different careers
within the building here.
There's a lot of good jobs here, and I think it's a benefit to have as many students in this building as possible to learn the careers,
because I think in past years, people don't understand that there are careers, really good paying jobs within this building.
A lot of hard jobs, a lot of hard work being done.
But if we want to keep some of our yout …

Thank you very much. The minutes were circulated from February the 25th. Did everyone receive a copy? Okay. Are there any errors or omissions? We have a motion to accept the minutes of February 25th as circulated. Motion by? Mary Page, seconded by? Mary Gray. Any discussion? All those in favor? Thank you, everyone. Any seconder, please? All in favour? That is unanimous. We would like to make one adjustment, if we could, please. That we move the board governance into closed session. So with that amendment... All in favour? Terry? Okay. So first of all, we need to see the approval of the minutes from April 9th, 2026. So someone to approve the minutes from our last meeting, please. Mark? And the seconder? Randy? All in favour? Terry? Number two. Billboard discussion. So this has proved to be a bit of a cantankerous issue as we try and come to some sort of resol …

I'm glad I didn't buy it. Anyway, call to order. And if you have any disclosure of any area interest, please make sure it's noted in the minutes if it occurs. Confirmation of the agenda. I'd like approval of the agenda moved by. John, seconded by. Peter, thank you. All those in favor. Motion carried. Next is the adoption of the minutes that were circulated. I'll move those. Seconded by. Sherry. Any questions or concerns in those? There are none. All those in favor. Motion carried. There are no delegations or presentations. No public comments. Staff reports first, then, is yours, please. All I really have, the drilling has taken place. And other than that, it's pretty quiet. It happened in the building. Yeah. When did the drilling happen? Just so, I guess it's okay. Yeah. Kind of a swampy spot anyway. And how far down did the drill? That, I don't know. That's coming into the report. I mean, tell me when you happen to. No, no. No, that's good. Cool. And when do we hope to get any results? You'll have covered it. Perfect. Thank you. Okay. We have a motion. Let the staff report be received for information. And then we'll do that. Thank you, Peter. Second of the five. Thank you, Sherry. Who's in the 12th, sorry? Peter. And second of the five. Thank you, Sherry. All those in favor. Most in, Sherr …
