Through the advent of getting approval for multi-year project schedules from you, we've been able to move more product, more projects and capital to the street, and cash flow in a more balanced way. So that's the importance of Attachment 2. Obviously, if you have concerns with Attachment 1 or Attachment 2, we'd love to learn about them today and make any adjustments you may need. We do know there are motions still coming, and I guess to drive home my point on years 2 through 4 being a starting point, for instance, I think everybody's aware Councillor Morse is bringing forward a motion today to provide direction for the remaining bus expansion required for the core service plan. That's a great example of direction we'll get using the years 2 to 4 capital plan as our starting point to then work to bring back our recommendations to Council. So in other words, what I like to say is you're defining a capital box for us now to work within, to be able to come back and talk to you about the long-term financial implications of decisions, and I think this is, I guess, for a fellow that's getting ready to pack it up after 20, 45 years of public service. So, 2022, we had 26 serious injuries and fatalities per 100 ,000 people. Then it goes up to 28.2 and then 30.4. So, instead of, with all our efforts, things starting to trend down, we are going in the wrong direction. We are hurting and maiming and killing more people on our roads than we should be. And the trend is not getting better right now. So, staff, you know, as part of my motion that I made, they went out and looked, well, what could we do in the short term? And so, that's where that briefing note comes from, where we can do things like more of the durable paint, more cross walks, installing more lights, do …

I want to talk about briefing note 001, which is a 10% reduction to grant programs as a $1.4983 million under for consideration on the 2627 BAL. Colleagues, we've recently seen the province reduce funding and program grants to become more financially stable. I don't think we can afford to be any different. Briefing note 001 clearly lists program grants that they recommend for considerations and reductions. These programs have been identified as suitable for targeted or full 10% reductions. These programs distribute nonrecurring project-based grants or are structured in a way that allows reductions without jeopardizing multi-year commitments or core municipal service obligations. Therefore, I would like to move that the motion be amended to include a new section that reads as follows. Direct the chief administrative officer to include 10% reductions to grant programs that were identified as programs where reductions are recommended for consideration. So the the question I have is this and it's I'm pulling information from the business plan but from a later section and it refers to implications or consequences of a hiring freeze. I'm not interested in talking about the hiring freeze. I'm more interested in talking about the consequences that were identified in the discussion of that particular item. It refers to the you know when when a hiring freeze were to be put into place remaining staff members would be required to take on additional work. Increased workload is manageable in the short term but generally comes with corresponding increase in direct costs. So overtime costs, absenteeism costs as well as increases in indirect costs, lower employee engagement, higher workplace conflict, increased workplace safety issues, increased labor relations issues, etc. And so connecting those particular facets of the consequences of the overwork that that may be in place in in some areas. I think this is this lends to some of the questions that Councillor Steele had asked about previously around the the relationship between overtime and absenteeism and sick leave in several of our large employment units, in particular those that are high stress.
