A BYLAW TO AMEND BYLAW NO. 1872, 2026 TO ESTABLISH THE 2026 TAX RATES
The Council of the District of Coldstream, in open meeting assembled, enacts that the District of
Coldstream 2026 Tax Rates Bylaw No. 1872, 2026, be amended as follows:
TITLE
1. This Bylaw may be cited as "DISTRICT OF COLDSTREAM 2026 TAX RATES AMENDMENT BYLAW
NO. 1877, 2026, AMENDMENT NO. 1".
INTERPRETATION
2. Unless otherwise provided in this Bylaw, words and phrases used herein have the same
meanings as in the Community Charter, Local Government Act and the Interpretation Act as the
context and circumstances may require .
3. A reference to an Act in this Bylaw refers to a statute of British Columbia, and a reference to any

prepare amendments to Section 11 and Section 15 of the District of Coldstream Official
Community Plan Bylaw No. 1855, 2025 to incorporate water supply and capacity review into
the Development Approvals process.

Council adopts rezoning of 9801 Kalamalka Road to Town Center Commercial
Council will adopt two bylaws that change the land‑use designation of 9801 Kalamalka Road from Civic to Commercial and rezone it to C4 (Town Center Commercial). The council will also consider updates to zoning amendment 1868, a special event exemption for Lillyfest at Creekside Park, a new employee code of conduct, and funding authorizations for irrigation, accessibility improvements, and parking upgrades. Additional items include a water‑supply service amendment and a BC Transit fare review.
- Adopt OCP Bylaw No. 1870 and Zoning Bylaw No. 1871 to rezone 9801 Kalamalka Road to C4
- Approve Zoning Amendment Bylaw No. 1868 amendment to replace "9m" with "11m" and schedule a public hearing
- Authorize Lillyfest special event exemption at Creekside Park with a $407.29/day park rental fee
- Authorize up to $35,000 to replace irrigation controls at Middleton Mountain and Sovereign Parks

The Committee of the Whole will receive a report titled “Housekeeping and Official Community Plan Consistency Updates to Zoning Bylaw 1838, 2024” and will recommend that Council read Zoning Amendment Bylaw No. 1868, 2026, Amendment No. 2. The Committee will also recommend that Council direct Administration to schedule a public hearing before the third reading of the amendment to gather public comment. The Coldstream Council will vote to repeal Garden Waste – Coldstream Transfer Station Policy No. PW35.
