The Committee of the Whole is recommending that Council adopt a 2-year Secondary Suite Amnesty Policy (PLD43) that allows owners of suites installed before June 2024 to register them for a $100 fee and pass a life safety inspection. They are also receiving a report, for information only, on potential approval processes for accessory dwelling units on A1 zoned farmland properties. The committee will first vote to approve the April 7, 2026 meeting minutes.

A BYLAW TO AMEND BYLAW NO. 1872, 2026 TO ESTABLISH THE 2026 TAX RATES
The Council of the District of Coldstream, in open meeting assembled, enacts that the District of
Coldstream 2026 Tax Rates Bylaw No. 1872, 2026, be amended as follows:
TITLE
1. This Bylaw may be cited as "DISTRICT OF COLDSTREAM 2026 TAX RATES AMENDMENT BYLAW
NO. 1877, 2026, AMENDMENT NO. 1".
INTERPRETATION
2. Unless otherwise provided in this Bylaw, words and phrases used herein have the same
meanings as in the Community Charter, Local Government Act and the Interpretation Act as the
context and circumstances may require .
3. A reference to an Act in this Bylaw refers to a statute of British Columbia, and a reference to any
statute, regulation, bylaw or other enactment refers to that enactment as it may be amended or

The council will read a third time and adopt District of Coldstream Zoning Amendment Bylaw No. 1869, changing the property at 12408 Coldstream Creek Road from Urban Multi‑Unit Residential (R1) to Bishop Wild Bird Sanctuary Comprehensive Development (CD‑P1). It will also conduct third readings of Zoning Amendment Bylaw No. 1868 and the 2026 Tax Rate Bylaw No. 1872, and approve a $34,000 expenditure for Kidston traffic calming measures.
