July 15 Advisory Planning Commission
The commission reviewed a site-specific zoning amendment (ZON00071) for 2630 Margate Avenue to allow a new three-level dwelling and elevated patio. The proposal positions the house further back on the sloping lot to protect a municipal Atlas cedar tree. Staff recommended the application, stating it maintains the residential character of the neighborhood. A $3,000 application fee was paid by the applicant. Minutes have not yet been published.

Coming Up — July 20
Special Council Meeting. Council is scheduled to direct staff to prepare the 2027–2031 Financial Plan using 2027 Financial Planning Guidelines, which include a baseline 3% inflation increase. The recommendation comes from Jennifer Lockhart, Director of Finance. Council will also receive the Heritage Commission's 2025 Annual Report and consider amending the work plan to remove funding for heritage plaques. Proposed home-based business regulation changes would reduce the Type 3 customer limit from 7 to 4, change hours to 9 AM–5 PM, ban Sundays and holidays, and limit Type 2 and 3 businesses to infill housing, with a public hearing waiver. Amendment Bylaw No. 4975 (2026) for the 1587 York Place/1562 Prospect Heritage Revitalization Agreement is listed for adoption.
Committee of the Whole. The committee will consider delegations on a Community Green Map partnership and the Heritage Foundation's draft constitution and bylaws. Reports include the 2026 First Trimester financial report (period ending April 30, 2026), an Emergency Program update with a community preparedness survey, and a report on optimizing development processes.
