Foothills County council set to take up public utilities bylaw, speed limits, and land-use hearings; recent meeting outcomes not yet public
Foothills County residents will see several consequential items on the July 8 council agenda, including a new Municipal Public Utilities Bylaw, two public hearings on land-use and road matters, and final readings on speed limit reductions for DeWinton Riding Club Road and Dunbow Road. However, outcomes from the county's three most recent meetings — a June 24 council meeting, a June 25 airport advisory committee meeting, and a June 25 Subdivision and Development Appeal Board hearing — remain unavailable because minutes have not yet been published.
Recent meetings: agendas only, no confirmed decisions
The county's June 24 council meeting agenda listed several infrastructure and land-use items, including a potential speed limit adjustment on Dunbow Road between Highway 2A and Highway 2, the 2026 Local Road Program tender award, a sound system upgrade purchase for the Scott Seaman Sports Rink, technical amendments to the Flood Hazard Protection Overlay District, and a municipal road use request from Kidney March 2026. Because minutes are not yet published, no decisions, votes, or dollar amounts from that meeting can be confirmed.
The Foothills Regional Airport Advisory Committee met June 25 to review financial reports and the airport manager's update, and to discuss several business items: a proposed committee bylaw (Bylaw 52/2025), a new airport logo design, cost-sharing for an airport fire protection reservoir, delinquent accounts, a tie-down parking policy for non-flying aircraft, and an airport land and terminal space lease survey. Again, no outcomes are available.
The Subdivision and Development Appeal Board met the same day to hear an appeal of Development Permit 26D 068, which concerned an oversized accessory building on Plan 1153P, Block 1, Lot 1-12 in Foothills County. The board was to decide whether to overturn the permit refusal. The result is not yet on the public record.
Coming up: July 8 council meeting
Council's July 8 agenda includes two public hearings. The first concerns a site-specific land-use amendment for the Hutterian Brethren Church of Cayley, affecting lands at E 09-17-29 W4M and W 10-17-29 W4M. The second is a proposed road closure for the Cayley Colony related to a road allowance purchase.
Council will also consider second and third readings of a speed limit reduction bylaw for DeWinton Riding Club Road, and second and third readings of a speed limit adjustment bylaw for Dunbow Road between Highway 2A and Artesia. A request for a letter of support for the Prairie Economic Gateway project is also listed.
Coming up: July 10 appeal board hearing
The Subdivision and Development Appeal Board will meet July 10 to hear an appeal of a refused subdivision application, File F2128-06SW, submitted by Hamer Tree Services Ltd. for the property at Ptn. SW 06-21-28 W4M. The board will determine whether the refusal should be overturned.
