Advisory panels review land-use applications; park budget decision ahead

Over the past two weeks, three advisory planning commissions reviewed development and agricultural land applications in the North Okanagan, but no decisions were made public as meeting minutes remained unavailable. The most significant upcoming decision is expected July 9, when the Electoral Area Advisory Committee considers a $100,000 budget increase for Grindrod Park and several variance permits previously examined by those commissions.

Planning commissions examine variances and ALC requests

The Advisory Planning Commission “E” met June 22 to discuss a Development Variance Permit for Keefer Lake Lodge at 1401 Keefer Lake Road. The proposal seeks a height increase for an accessory building from 6 metres to 6.71 metres and a waiver of the requirement to pave parking and loading areas. Planning staff recommended approval for the nine-bedroom lodge and snowcat shed.

On June 23, the Advisory Planning Commission “D” reviewed a variance for a garage addition at 732 Arbutus Road that would reduce the exterior side yard setback from 4.5 metres to 2.24 metres. The commission also considered an Agricultural Land Commission application for 196 Bluenose Road and held elections for chair and vice chair.

The Advisory Planning Commission “B” on June 24 heard delegations on two applications from the same owners for properties at 7731 and 7697 Old Kamloops Road. The first is an ALC application to place 409 cubic metres of gravel fill over a 2,046-square-metre driveway on Agricultural Land Reserve land. Staff recommend authorizing its submission to the ALC, though a similar application for an adjacent property was refused in 2020. The second is a variance request to reduce parking stall dimensions to as small as 5 metres by 2.5 metres and driveway aisle width to 7 metres.

GVAC holds closed-door meeting

The Greater Vernon Advisory Committee met in a special session June 24 solely to pass a resolution to go in camera. The closed session, held under the Community Charter, covered preliminary negotiations related to a proposed municipal service.

Water servicing waivers up for public hearing

The GVAC will hold public hearings July 8 on two development variance permits that would waive certain water bylaw requirements. One application, by Abide Developers Ltd. for 3211 22 Street, would eliminate an off-site waterworks requirement on a laneway. The second, for 5195 Hartnell Road, seeks to vary multiple water bylaw sections with a covenant required on the title. The same meeting will include receipt of the Greater Vernon Water Capacity Study by Kerr Wood Leidal Associates, the 2026 Greater Vernon Trails and Natural Spaces Public Satisfaction Survey, and a budget follow-up on grant funding for the Vernon Public Art Gallery and the Greater Vernon Museum and Archives.

Parks, growth and agriculture items

Also on July 8, the White Valley Parks, Recreation and Culture Advisory Committee will review ongoing facility work: roof repairs at the White Valley Community Centre, a structural assessment of the north end of Pat Duke Arena due to cracking, replacement of malfunctioning spray park foot-activated sensors, relocation of the arena fire alarm panel to the public lobby, and the posting of two Refrigeration Operator positions. The committee may then move into a closed session to discuss land acquisition or disposition.

The Regional Growth Management Advisory Committee meets the same day to consider a revised Terms of Reference for the Regional Active Transportation Plan, a draft update to the Regional Agricultural Plan, an information session on the “Look West” initiative, and a verbal update on the Youth Climate Corps BC.

Grindrod Park budget increase and variance decisions set for July 9

The Electoral Area Advisory Committee will consider a $100,000 budget increase for Grindrod Park Phase 3. Its agenda also includes development variance permits for 7731 Old Kamloops Road (Area B), 732 Arbutus Road (Area D) and 1401 Keefer Lake Road (Area E), as well as a liquor license lounge endorsement application from Shuswap Cider Company.
