everyone and welcome to a meeting of Brent count county council for July the 28th 2026. I have a bit of a sore throat so I'm going to try to get through this and if I can't get through it someone is going to come up and finish it off for me. First thing on our agenda today is our attendance. It's been taken by the clerk and we're all here. Councelor Pierce is online. I think he's in Mexico. The rest of us are all in here. Um, the land acknowledgement is the second thing on the agenda and councelor Kyle's going to do that for us. >> As we gather, we acknowledge that we meet on the lands and territory of the Missosagas of the Credit First Nation, six nations of the Grand River and the traditional territory of the Adawander. We remind ourselves that the county of Brandt is situated on lands that are full of rich indigenous history and home to many First Nations, Inuit, and Matei people. Today, we recognize the significance of their contributions to the past, present, and future of this land. As a county, we have a shared responsibility for the stewardship of the land on which we live and work, and a commitment to the truth and reconciliation calls to action. We commit to continue learning, reflecting on our past, and working in allyship. >> Thanks, Councelor Kyle. Uh, the third thing on our agenda is the agenda itself with an addendum. Is there anything else the council wants to put on the agenda? No. >> Councelor Kyle. >> Thanks, Mr. Mayor. Uh, not an addition to the agenda, bu …

28th County of Brant OPP Detachment Board meeting. Spencer has taken attendance. We do note Councillor Pearce has sent his regrets. In person in Council Chambers, we have myself, Member Boud reau, and Member Stryker. Online, we have Member Brown and Mayor Bailey. And then also here we have Superintendent Richardson, who joins us today. Some of you may know him, but new to our zone, and we welcome him to the meeting. And we have Inspector McTaggart will be online. I think he was trying to connect. He'll be online. And then we have a couple of discussions, agenda items, presentations. But before we get started, is there anything to add to the agenda at this point? And seeing no additions to the agenda, I'd ask for someone to move and second that agenda, please, as presented. Mayor Bailey, thank you. Member Brown, all those in favor? And that's carried. Thank you. Any declaration of pecuniary interest at this time? Seeing none. Carry on. We do have a presentation today. I'm hoping that Inspector McTaggart will be able to, I know he looked like he was having some challenges getting logged in, so hopefully he'll be able to get back logged in. But in the meantime, we have Detective Constable Lawrence L owe, who is part of the Bail Support Program and Offender Management and Apprehension Program, the OMAP Program. Inspector McTaggart arranged for Detective Constable Lawrence Lowe to come talk to us today about this program as part of our education and understanding. So I would welco …

I just want to welcome everybody to the Wednesday, July 15th, 2026 paramedic services committee um for attendance. That's our first item we have today. Uh just note that everybody is present. Um three of us are in the building and three of us are zooming online, but we're all here, which is great. Um before we go to approval of agenda, I just want to point out that the uh paramedic services has released the their 2025 annual report. Um, I don't know if anybody everybody's got their copy hot off the press. I think it was sent electronically. A lot of good information in there. And I I said about the one last year, there's most of us, all of us actually, who sit on this committee, none, there should be nothing uh too new in this. We should be familiar with it all, but for the general public, I think it is an excellent resource guide to what our paramedics are up to, how the numbers are growing. talks about community uh paramedics as well, paramed, which we'll hear a little bit more about today. So, a lot of good information and uh yeah, just encourage everyone to grab a copy if they can. Okay, on that note, um we'll go to approval of the agenda. It is before us. Can I get a recommendation for today's agenda? Um but before I do uh is there anybody that wants to add anything under other business? Okay, see none. Caster Pierce. >> Okay, we'll bring that up under other business. Perfect. >> Anybody else have anything for anything under other business? See no hands. I'll get a mover …

Councillor Schell: Oh, a County O'Brien OPP Detachment Board meeting. And hard to believe it's June 23rd already, but here we are. Spencer's taken attendance. We'll note that Member Brown has not been renewed at this point. We're waiting for that appointment process. So he is sitting out today, not available, so he's not able--he's not eligible to attend, given his appointment process hasn't been renewed. Mayor Bailey's online. And we do have quorum, so we will proceed with the meeting as scheduled. Just before we get into anything, I just obviously want to make a couple of comments. The last couple of weeks have been tough for law enforcement, between the OPP constable, the Toronto police officer, the Montreal police officer yesterday, RCMP, and Peel. So there's officers in hospital, and there's officers that have passed and lost their lives to gun violence and shooting. And I just wanted to take a moment to recognize the efforts of all of our law enforcement all across Canada, but especially those that have fallen in the line of duty. And take a moment to extend our condolences to our OPP partners here in Brant. And know that you feel when one of your brothers fall, you feel the pain across the whole service. So we just wanted to pass that along to you that we're thinking of you today. And hopefully that ends this rash of violence moving forward and we can move forward together. So that being said, the agenda is in front of you. We've had a couple of iterations of the agend …

Attendance has been taken, noting that everyone is here except Ella and she's on her way and she's stuck in traffic. The next thing on the agenda is our land acknowledgement and councelor Miller has that for us. >> He does. Yeah. Thank you, Mr. Mayor. Uh as we gather, we acknowledge that we meet on the lands and territory of the Missagas of the Credit First Nation, six nations of the Grand River and the traditional territory of the Adawander Rock. Excuse me. We remind ourselves that the county is situated on lands that are full of rich indigenous history and home to many First Nations, Inuit, and Matei people. >> Thanks, Councelor Miller. Uh, third thing is the agenda. We have an agenda in front of us. Does anyone have any additions to the agenda? Councelor Miller? >> I do have one under other business, Mr. Mayor. Okay. >> Anybody else? Okay. So that means councelor Mccalpine, you have that. >> Okay. Moved by myself and second by councelor Kyle that the county of Brand Council agenda of June 23rd, 2026 as amended be approved. >> Thank …

Um, with that being said, we'll go to the second thing on the agenda, which is the land acknowledgement. And council chambers, you have that. As we gather, we acknowledge that we meet on the lands and territory of the Missagas of the Credit First Nation, six nations of the Grand River, and the traditional territory of the Atawwander. We remind ourselves that the county of Bren is situated on lands that are full of rich indigenous history and home to many First Nations, Inuit, and Mish people. As a county, we have a shared responsibility for the stewardship of the land on which we live and work and a commitment to the truth and reconciliation calls to action. We commit to continued learning, reflecting on our past, and working in allship. Thanks, councelor Chambers. Third thing on the agenda is the approval of the agenda, noting that there is an addendum. And uh so that'll bring us down um to the agenda. Now, my understanding is uh Brford members of the council have to get away uh a little bit early. Um you have a meeting at 4 and traffic is not exactly easy working around here. So, on that note, um I'll ask before I read out how we're going to restructure things, does anybody have anything they'd like to add under other business for today's meeting? Okay. So, seeing none, um, does each of the members have a revised agenda? >> I haven't done a revise just as >> …

Uh I'll start off cuz I know there's a couple of them in here and it hurts me to say it, but congratulations to the Montreal Canadiens in beating out the Buffalo Sabres. That's you know, it's just a good thing my Leafs aren't in there or the Habs would be down. But anyway, got good to see a Canadian team still in there. Okay, declaration pecuniary interest, any at this time? If any come up through the meeting, just let us know, please. Uh delegations and presentations, we got a couple of them today. Uh Lisa Vermeersch, if I pronounce that correctly. And uh welcome if you want to come on up and I think uh Councilor Bell would like to to say a few words before you get going here. But welcome. Councilor Bell, go ahead. Yeah, thank you, Mr. Chair. Um welcome to our guests from GEPH. Uh for those who don't know what GEPH is, who are maybe listening, it's a Grand Erie Public Health Unit, which is a merged uh entity following the merger between Brant County Health Unit and Haldimand-Norfolk Health Unit. And we have a presentation today on food insecurity. Uh and I think Lisa will say what I'm going …
