Regular Council Meeting

Council will decide on declaring surplus and selling portions of road allowances adjacent to 7700 Highway 35 and 16 Vanier Court. Other key items include assuming ownership of McIndoo's Cemetery, designating 6673 Highway 35 as a heritage property, and approving a new records management bylaw.

Council adopted the Committee of the Whole recommendations, including declaring a portion of road allowance adjacent to 7700 Highway 35 as surplus and authorizing its sale. Correspondence on regional consolidation of conservation authorities was forwarded to staff for report back by Q3 2026. All decisions were carried without recorded opposition.

Municipal Heritage Committee

The Municipal Heritage Committee will hear a presentation on designating the Georgian Bay & Seaboard Railway Abutments. They will also discuss an alteration application for 180 Kent Street West in Lindsay and a new sign bylaw. Reports include a Heritage Designation Strategy, Doors Open planning, and an Indigenous Reconciliation Strategy.

The Kawartha Lakes Municipal Heritage Committee endorsed the final Heritage Designation Strategy and forwarded it to Council for approval. The committee also approved two facade restoration permits (180 Kent St W and 46 Regent St) and directed staff to prepare a heritage evaluation report for the Georgian Bay & Seaboard Railway abutments. Other items included receiving updates on a new sign by-law, Indigenous reconciliation strategy, and Doors Open planning.

Lindsay-Ops Landfill Public Review Committee

The Lindsay-Ops Landfill Public Review Committee will discuss technical reports on operations, leachate outbreaks, landfill complaints, and comments from the Ministry of Environment. They will also receive monitoring updates and capital project updates, and consider new business on littering prevention along Lagoon Road.

The Lindsay-Ops Landfill Public Review Committee adopted the agenda and previous meeting minutes. Staff reported on recent technical monitoring, a leachate pipe leak, and ongoing capital projects. The committee discussed a proposal to install a gate on Lagoon Road to prevent littering.

City of Kawartha Lakes Audit Committee

The Audit Committee will receive and discuss the Audit Results Report for the City of Kawartha Lakes for the year ending December 31, 2025, presented by the Director of Corporate Services and a partner from Deloitte. The meeting also includes adoption of previous minutes and other routine business.

The Audit Committee received the draft financial statements and audit results report for 2025. The report noted $4.1 million in corrected misstatements, $30 million in ice storm costs with only $8 million reimbursed, and a $16 million deficit to be funded by the 2026 tax levy. The committee directed staff to finalize the audit with Deloitte and report back.

Environmental Advisory Committee
