Good evening, everyone. I now call the Open Council meeting of Monday, August 10, 2026 to order and request that everyone turn their cell phones off for the duration of the meeting. I'd like to call for declarations of pecuniary interest and the general nature of the Unadmissible Conflict of Interest Act with respect to the agenda for this meeting. Seeing none, I'd also like to call for declaration of pec uniary interest and the general nature thereof of Unadmissible Conflict of Interest Act for meetings of which a member was not in attendance and had not been previously declared. Seeing none, I'd also like to begin by acknowledging with respect that we are in Treaty 3 territory and the land in which we are gathered is the traditional territory of Anishinaabe and the Métis people. Tonight's agenda, we have no delegations this evening. We have no presentations. We have three public notices that I'll ask the clerk to review, please. Thank you. The first public notice is a reminder of the upcoming Municipal and School Board trustee elections, the nomination process, and the positions available. Please remember the deadline to submit nomination papers is 2:00 PM, Friday, August the 21st. Anyone wanting to pick up a nomination package or to submit their papers is asked to make an appointment to do so. The entire notice, including contact details, is attached to the agenda for tonight's meeting. The second notice is a notice of a regional candidate information session being held Th …

✓ Decided: Council moves to bring temporary parking lot by-law for KK Penner to August 10 meeting
The public planning meeting considered a zoning by-law amendment to permit a site-specific parking lot at 233 Grand Trunk Avenue for KK Penner Tire Centers, with a gravel surface instead of hard surfacing. No decision was made; Council directed staff to bring a temporary use by-law to the August 10 Council meeting for disposition. One public concern about sand filling a nearby swamp was noted.

Thank you. The effect of the proposed Zoning By-law Amendment is to permit a site-specific parking lot use of the subject property to support the adjacent KK Benner T ire Centre's business. The proposed parking lot would be used as an overflow parking and operational storage area to assist with ongoing business operations. Amendment would also provide site-specific relief from the Zoning By-law requirements. The non-residential parking areas be concrete or similar hard surface material. Instead a crushed stone or gravel surface would be permitted for the parking lot subject to appropriate grading, drainage and maintenance. The applicant has indicated that the long-term intention is to redevelop the property with an additional commercial building which would be subject to any required building planning and site plan approvals. So, next in the agenda is the Notice of Passing By-laws. I'll ask for Deputy Clerk to conduct this section of the agenda, please. All right. Anyone wishing further notice with respect to passage of the proposed by-law is to make a written request to the clerk's attention who must provide notice of Council's decision to all those who request that information within 15 days after the day the by-law is passed. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Dryden before the by-law is passed, that person or public body may not be added as a party to the hearing of an appeal before the …

Good evening, everyone. I now call the Open Council meeting of July 27, 26, back to order, and ask everyone to make sure their cell phones are turned off for the duration of the meeting. I'd like to begin by acknowledging with respect that we are in Treaty 3 territory, and the land on which we are gathered as traditional territory of Anishinaabe and the Métis people. I'd like to ask the Deputy Clerk to provide a report concerning matters discussed during the earlier closed session, please. There was one item on the closed agenda, and on that item, Council received information from the CAO on a municipal land sale. Thank you. So we have one delegation this evening. I'd like to invite Mr. Ouellette to the podium. Mr. Nesbitt, could you... Oh, you were able... Great. You were able to find that button. No, it's open. We're good. Okay. Hello, everybody. My name is Derek Ouellette. Mayor, members of Council, thank you for giving me the time to speak today. I am here to talk about the Van Horn landing and the future of Dryden's waterfront. I want to start with one clear point. I support development at the Van Horn site. I also support new water and sewer work that is now underway. These services are needed no matter what type of development takes place. I'm not asking the city to stop the work. I'm asking the city to include the public in the future planning. I'm not anti-development. I'm pro-engagement. Our waterfront is a special part of Dryden. It affects our views of the lake, o …

All right, 5 o'clock, we can get started. Good afternoon, everyone. This meeting is convened pursuant to the provision of Section 34 and 39 of the Planning Act, as amended to Ontario Regulation 545-06, as amended by the Ontario Regulation 470-09. So the purpose of this meeting is to give the public an opportunity to make representation in respect to a proposed amendment to the City of Dryden's comprehensive zoning bylaw. I'd like to call for any declaration of pecuniary interest and the general nature thereof under the municipal conflict of interest track with respect to the agenda for this meeting. Council members? Nope, see none. I'd like to begin by acknowledging with respect that we're in 3-3 territory in the land in which we're gathered as the traditional territory of Anishinaabe and the Métis people. The applicants are Dylan and Anna Eagley. The land is located at 185 Grand Trunk Ave, Dryden. The landowner is Dylan Eagley. The purpose and effect of the proposed zoning bylaw amendment is to permit a site-specific animal care establishment used to allow for pet boarding within a proposed new building on the property. The proposal does not introduce a new pet boarding operation to the area, but instead relocates an existing pet boarding facility currently operating at 195 Grand Trunk Ave into a new two-story building. The new building itself has not yet been approved, and detailed plans will be reviewed through the City's planning and building approval process. I'll now as …
