Could you please come to the podium, please? Good morning, Chair, members of committee. I'm Simon Gill, and I'm joined here by two great colleagues to report on the 2025 annual performance of Docs for Durham . Two years ago, members of this committee received a report, and it detailed challenges that residents of Durham region were facing accessing primary care physicians, family doctors. This was presenting health challenges, social challenges, and even economic development challenges. Thank you. All right. Thank you. And again, the key message in that report is that even though we have the pressures, we are funding that from within existing resources. We were recently, a few of us in Quebec City over the past weekend and few days, and the mayor of Quebec City gave a great initial speech talking about transit and the growth of transit. How, you know, we can't shame people into using transit. It has to be a choice, and there needs to be a variety of mobility challenges or choices for people to use. And it was really true. I mean, we do great work here at this committee in terms of advancing public transit across the region and growing service, expanding into growth areas, industrial areas, but it's still a choice. And we're a very diverse community here, and we need to continue to make sure that we're providing those options because if it is competitive, a competitive alternative, people will use us. So that's really what we're looking for moving forward. Next slide, please, Raj. Raj. here in Canada. But to that point again, ridership levels have leveled off now, and as I indicated, we're not going to talk about the U-Pass anymore, but just wanted to share that again, we are not unique or special there. That is a consistent trend across the country. And at the same regard, we have to keep in mind that, you know, our adult ridership , senior ridership, you know, they continue to increase, and that's an outcome from the expansion of the services, the investmen [Excerpt truncated on this listing page; use the official record for the full text.]

Thank you. comprising members of council, Durham Regional Police Services and staff from Communications Health and Works. Their commitment, collaboration and expertise have been instrumental in advancing a shared goal that no loss of life on our roads is ever acceptable. That commitment has not only shaped our work locally, but it has also garnered us national recognition, as you will hear this morning. The Durham Vision Zero 2019-2024 Strategic Road Safety Action Plan and Report Card was honoured with the 2026 Transportation Association of Canada's Road Safety Achievement Award. This award is particularly meaningful to us, as TAC represents a broad neutral form of transportation professionals across the country, which each year recognizes organizations that demonstrate outstanding technical achievement, and leadership in road safety. Today's presentation will highlight the results of that work, where we've made progress, where challenges remain, and how we continue to move forward together toward our ultimate goal of eliminating fatal and serious collisions on our roads. I will now turn it over to Amanda Spencer to present the findings from our Vision Zero Report Card, along with the next steps in the program. Thank you very much. Good morning. Thank you. So when you're ready. Thank you. AI-assisted redacting systems and cybersecurity to ensure our data and sensitive material remains protected. Additionally, a modern enterprise resource planning system and an enterprise asset management system are critical for governance and CS PA compliance. Since the start of my tenure in 2023, 283 officers will have been added, that is by the end of this year. Between 2010 and 2021, over a 12-year period, the DR PS added 59 net new positions. That's about five per year. And the growth wasn't consistent. From 2011 to 2017, no net new positions were added. Say that again, no net new positions were added. In fact, in 2021, the service lost two positions, resulting in an overall decline. For many years, the DRPS didn't receive enough funding to even sustain our baseline operations, which should have been the bare minimum. Make no mistake about this, this was defunding, and we are paying this price today, and we're still managing a $47 million gap as a result. By comparison, the region of Durham between 2016 and 2021, just a five-year period, added 320 new positions outside of policing, an average of 53 per year. To be clear, during that period, the same period, investments were directed to other regional services in response to the growth pressures, pressures from which the DRPS was not immune, yet comparable investments were not made in our service. Years of underfunding and limited resource allocation to the DRPS have created a per [Excerpt truncated on this listing page; use the official record for the full text.]

Thank you. Good afternoon. Thank you. than we had expected. They were at 0.85 versus 0.25 in March of 2025, and that's a 50% increase. We did want to sort of comment on that in that, you know, the vast majority of what we classify as a preventable collision are very minor with negligible impacts, and in some cases, there's no damage at all. But we do report on all collisions and with the same rigor regardless of the outcome. And again, March was one of those kind of weird months for us, and, you know, I recalled on one of the days we had just very little snow, but we had all these buses stuck and couldn't get up these little hills, yet in January when we had three feet of snow, we had no problems. And one of my colleagues reminded me that, you know, it really is dependent on the road conditions, the type of snow, et cetera. So March was really more of a pride of lands and not sort of a lamb at all. So it was a tough month overall. OD ridership, service availability, just wanted to mention that has fully recovered in March with corresponding ridership improvements as well as the service availability improvements. Ridership on scheduled service continues to be around 10% lower. It was 11% in March. And again, I think this is going to be the last time I'm going to mention that one of our monthly tech meetings, but that is attributed to the decline in U-PASS ridership as a result of federal immigration changes and the impact to international students. And then finally, the on-dem [Excerpt truncated on this listing page; use the official record for the full text.]

Thank you. in our domestic industries, open new markets for our businesses, and create tens of thousands of jobs. The Prime Minister underscored the need for a Team Canada approach, and this campaign is in line with the national directive. Durham's clean energy leadership, particularly in nuclear and advanced manufacturing, aligns with current global investment priorities. We're seeing both the country and the province go all in on nuclear, and Durham is the driving force behind the sector. We need to lean in and tell our story. Peer jurisdictions are investing heavily in marketing, and inaction now increases long-term competitive risk. And I can tell you that anecdotally, I've delivered a number of these campaigns at the provincial level, and when we first were doing our research about Ontario's awareness levels, they were at 2%. That was compared to 14% and 10% in competitors like New York and California, respectively. If the province was seeing such low awareness numbers globally, we need to think realistically about what that means for us in Durham in terms of our own awareness levels. Finally, last year, Invest Ontario, the province's economic development agency, welcomed $8.2 billion worth of investment into the province, none of which was in the Durham region. If they aren't going to tell our story, we need to do it ourselves. This initiative is firmly aligned with council-approved strategies, including both Ready, Set, Future and the Investment Attraction Plan. Thank you. into the box, then it comes back into Canada and it's tar iff twice. I'm assuming that in some cases it may be the same for fire trucks, not so much for police vehicles. But it's unfair that the public services across this country have to pay double tariffs on emergency vehicles where the aluminum actually originated from Canada to start out with. Hope that helps. I appreciate that, Mr. Chairman and Madam Chair and to the Chair of Finance. The reason why I ask the question is because we have undertaken this at the City of Oshawa and the procurement of fire engines or fire trucks are very difficult to be able to get manufactured in Canada, I think. There's almost a four-year wait at this particular time and I'm just wondering, that's the reason for my question. I understood about the police cars that are made available. I didn't know about EMS vehicles, I wasn't sure about that, but the fire trucks I know are a problem. But I'll support this absolutely, but I just didn't know if that was taken into consideration. So thank you to the Chair of Finance and also our Regional Chair. Thank you. Thank you, Mayor Carter. Any further comments? Okay Mr. R. I hear you asking for a recorded vote. I thought he should have been here. Recorded vote please. It 's called. Thank you Madam Chair. Recorded vote on the amendment is starting now. And that is carried. Thank you very much. I will now move on to committee report. Okay. Apparently I have to do the main motion as amended. Do [Excerpt truncated on this listing page; use the official record for the full text.]
