Brian Kavanagh: Good afternoon members of council I'm happy to provide you with an update on the development charge reduction program we've continued to receive very helpful feedback and advice along the way so I 'll share that with you. Our agenda I'd like to run through opportunities to minimize or entirely eliminate tax increases as a result of this program. I'll run through a an overview of the project selection considerations essentially the lens that we applied when considering which programs or projects would be appropriate for this application and finally looking at the resulting potential projects list that we have come up with for your consideration summarized in priority projects as well as community based projects as well. In terms of minimizing or eliminating tax increases we did discuss that potential at the previous meeting. One of the opportunities we'll see that a significant volume of projects that former opportunity are water-based projects or water infrastructure related so that would be a rate based increase as opposed to taxation so that would minimize the taxation increase by essentially spreading that to the rate based infrastructure funding. So as mentioned ESAC has experienced several membership changes between spring 2024 and spring 2025 specifically a number of members both long-standing and newer stepped away to do personal commitments as a result we are now currently a small team but one that remains highly engaged and committed in our work in the environment so small but mighty so as seen on this slide our current members include councillor John Brennan along with Thomas Abraham and Gavin Dandy as members. Jen Edwards and I have also stepped into a co-chair role which has allowed us to share responsibilities with each other and better manage the scope of the committee's work. We're also grateful for the continued support and guidance from town staff. Staff who regularly join us in our meetings and support them include Justin, Hope Muldoon, Nina Lechie, sorry for mispronouncing, and Jennifer McPitry. Overall this structure has allowed us to remain focused collaborative and aligned with town priorities despite the transition period. Next slide please. Thank you. changes that reduce oversight and requirements for things such as density targets, and there's been an aging farming population. None of these are necessarily unique to EARN, but they are certainly all showing up here. So the important thing that I would like to emphasize here is that municipalities really are on the front line when it comes to the decisions being made and impacting the agricultural sector. The good news is, I feel like sometimes I say those stats and it's all doom and gloom, but the good news is is that municipalities are not having to tackle this issue alone. This is where organizations like the Ontario Farmland Trust come into play. We are a charitable organization that, as I said, is dedicated to the permanent protection of Ontario's farmland. We do this through a range of programs. We have direct land protection either using a conservation easement agreement, which I'll talk about in a minute, or farmers can donate their land to the OFT. When land is donated, we use this as an opportunity to support the next generation to gain access to affordable and long-term access to farmland, helping to increase the next generation of farmers getting into agriculture. And of course, education and community engagement is a very big pillar of our programming as well. So what are those ways and opportunities to be more visible and present for the community so they can see you doing the work you do day in and day out and you can show and demonstrate the value of taxpayers dollars and what that what those investments are doing to improve the quality of life in the community. The other piece too of course is because people have high expectations and they're used to getting information at the you know from their from their phones day in and day out 24/7. That piece of being able to communicate quickly is also really important and again this is where the policy is meant to help. So how do we have structures how do we have processes in place so that Chris and Alex can they get the information that they need quickly in moments when there's a water main break or you know whatever matter might arise that you're able to get on top of those things quickly and people getting the information from the town as the trusted source of that information. The other thing that municipalities do of course is to make sure they've got the skills and resources available that they need to do the work whether that's third-party support or whether that's in in- house. So we're making sure that they have sufficient and qualified staff depending on their unique environment.
