Thank you. on-site grading to help reduce the cost of the scope. An additional $125,000 was requested and approved in the 2026 capital budget. So again unfortunately we only receive one public tender which requires an additional $304,659. So the total budget requirement for construction to occur in 2026 is needed. It will allow us to have a sport facility ready for the winter of 2026 outdoor rink season and construction will begin in August for the outdoor rink and the building will be completed in February of 2027. Administration does conclude that the lowest bid is over budget due to one un foreseen market increases and the tender timing rather than deficiency in scope or design. In the report there are the financial implications which tries to walk through 2025-2026 and the situation we are in here today. A little bit of background on the transfers so we were planning on doing an announcer's booth and construction at Memorial Park or Memorial Field unfortunately due to the changes in the flood zone from the 500 to 200 it did put Memorial Field in both the flood fringe and the flood plain and so we'll have to redo more scope changes and actually see if we can build a building in that location. Again future capital project will be carried forward into that project and we will have funds for our sports field improvement projects that we can do for future. Currently right now our focus is the fence and the mural in that area. We will have funds for the pathways that connection …

I'm sorry. Two, two, two. Okay. Can we have Director of Financial Services please? Thank you. The stormwater utility was implemented in 2025 and the rev isions suggested are the result of the first year review. The utility is working as intended. However, implementation highlighted several opportunities to improve fairness, administration and clarity. The proposed amendments are not intended to generate additional revenue, but the amendments are intended to make the utility more equitable and easier to administer. And the current recommended changes are revenue neutral. The most significant change is moving from a flat rate fee of 980 per month for all properties to a tiered structure based on property size. The flat rate model was appro …

main act. Next. And then this is just a quick picture of the proposed crosswind runway so it would be the one in green there. It'd be 2,500 feet east-west so this would be a similar approach to what Regina has and all the wind analysis has been done. So basically aircraft are safest when they're taking off or landing into the wind and so this provides many opportunities for that at the airport. And next slide please. This is a quick rendering of the FBO or fixed base operator that Provincial Airways is planning to start building this year so very exciting for the municipal airport as well. Next please. And then just our last slide the most important street in Moose Jaw is our runway. And that ends that so yeah if there's any questions now I'd be happy to take those. Thank you Ms. Lawrence. Any questions for our presenter Council? Mayor Murdock. Yes thank you Ms. Lawrence for your great report and presentation. Through you Chair. Thank you for acknowledging the crosswind runway. Say that ten times. You said that the proposed layout would be 2,500 feet? That's that. Okay. The current runway what's that coming in at right now? That's the 4,000 foot. 4,000. Okay yeah. And is there any type of talk of some future expansion with that 4,000 foot runway like in the future or in an ideal world? Yeah that's definitely on our development plan. We do have the opportunity to go up to 5,000 feet. Okay. So that would just increase significant like larger jet traffic and may …

Thank you. Thank you, Chair. This report serves to collect two proposed bylaw amendments that will improve public works and operations ability to manage private service infrastructure replacement. As well inform the mechanisms to make payment to approve contractors utilizing the uniform rate bylaw. The primary revisions to the sewer and water utility bylaw is to connect actual tools to the thing that public works has been trying to manage with or without the pilot that council supported today. The second page there summarizes those proposed revisions. And again, whether it's connecting agreements to bylaws. Bylaws. Bylaws to payment mechanisms. The requirement to have inspections done to receive payment . The whole focus of these revisions is to support one the pilot and again to giving public works and operations real tools to administer things more appropriately. I'll note on the top of page three we do have in schedule A sewer and water agreement fee of $750. The sewer and water agreement fee for a half connection or a home build of $350 and a modest $100 fee to become a licensed contractor. I'll leave the discussion on the sewer and water bylaw at that acknowledging if there's questions. I'd be happy to answer them. The uniform rate bylaw is in its formation its first thing is to support the local improvement policy and the local improvement process. But by definition it's put forward to establish fair consistent and pre-approved unit rates that can be applied citywide wh …

I would like to call our meeting to order. I declare this meeting open for the transaction of any business which may properly come before it. At this time, and if you are able, please rise for our national anthem, O Canada. Thank you. Oh, my God. The city of Moostra is located within Treaty 4 territory, the original lands of the Cree, Soto, Dakota, Nakoda, and Lakota, and the homeland of Métis Nation. The Nahiawak translation for Moostra is Mosotapaskan, and is the shared landscape for indigenous peoples and settlers from around the world who call Moostra home. We acknowledge the harms and mistakes of the past, and we are committed to move forward in equal partnerships with indigenous nations, with respect, and in the spirit of truth and reconciliation. I would just like to acknowledge that Councillor Boyle will be joining us momentarily. He is en route to City Hall. Next on our agenda is the confirmation of the agenda. I will need a motion that the agenda for the regular meeting of City Council be adopted as presented. Moved by, I will do Councillor DeLaurier. Thank you. Seconded by Councillor Looney. All in favour? And that is carried. Next, under public acknowledgements, I would like to be first, if I may, and I would like to acknowledge the City of Moostra and the Moostra Fire Department recognize Emergency Preparedness Week, taking place May 3rd to the 9th of 2026. This national initiative, led by Public Safety Canada, encourages residents to be prepared for emergencies …
