It's a square-shaped lot with an area of 1,019 square meters and an identical frontage and depth of 31.8 meters. The site currently consists an existing residential heritage dwelling, originally constructed in 1922, as well as a detached wood- framed garage, which is accessed from George Street. The dwelling features a deck, which leads to the rear yard, as well as a balcony access from the second story of the building, which faces George Street. I'll note that a pre-consultation meeting for the site was held with staff originally on July of 2024, and my client has worked over the last two years to get to this stage. And I will note as well, my client's an existing resident within the Heritage Conservation District in this neighborhood who is seeking to revitalize this existing dwelling and develop the underutil ized lands specifically to the west of the dwelling with the new proposed dwelling as well. This was established originally in 1981, and it's the town's first designated district. By contrast, Appendix A would eliminate the current requirement for prior approval and replace it with a simple notification to the Director before the tow is authorized. Oversight would occur primarily through audits and complaints after the fact. For someone whose vehicle has already been towed, an audit days or weeks later provides little practical protection. Once a vehicle has been removed, the owner has already suffered the inconvenience, disruption, and financial costs associated with retrieving the vehicle. Pre venting an improper tow is far better than discovering one after it has happened. For these reasons, Option 1 meets the true intention of the original bylaw 2024-187. I referenced this bylaw in my June delegation. I also appreciate that staff has identified the operational impacts associated with Appendix B. There will undoubtedly be additional demands on public compliance officers. However, public confidence in the enforcement should remain the primary consideration. When residents and visitors know that an independent tow officer and not a private enforcement company must verify that a tow is justified, confidence in the fairness and integrity of the process increases.
